    A high-level delegation led by Prime Minister Abiy Ahmed on Monday (April 29) took part in the International Development Association (IDA) 21 Replenishment Summit in Nairobi, Kenya. The Summit sought to emphasize to IDA donors and other partners the crucial priority areas for development financing in Africa, urging donors to strongly consider increasing funding for the IDA21 cycle.

    Minister of Foreign Affairs, Ambassador Taye Atske-Selassie, hosted at his office on Monday (April 29) Minister of Foreign Affairs of El Salvador, Alexandra Hill Tinoco and the ministers exchanged ideas on issues that would enable them to strengthen their bilateral relations and their cooperation in multilateral forums within the South-South framework.

    Foreign Minister Ambassador Taye Atske-Selassie, on Tuesday (April 30), held a productive discussion at his office with United Nation Secretary-General’s Special Representative for Somalia and Head of the United Nations Assistance Mission in Somalia (UNSOM), Catriona Laing, on bolstering cooperation in the maintenance of regional peace and security. 

    On Tuesday, Minister of Water and Energy, Habtamu Itefa, along with Ethio-Engineering Group CEO, Ambassador Suleiman Dedefo and Czechia company, Aprimoso, representative Milan Tkadlec, signed a Memorandum of Understanding aimed at streamlining the importation, assembly, and manufacturing of cutting-edge water filtration machines. 

    Minister of Peace, Binalf Andualem, speaking at the opening of a training organized for members of the House of Peoples’ Representatives, the House of Federation as well as members of regional councils and speakers on Wednesday (May 01), stressed the importance of a continuous national Consultation and common understanding to pave the way for durable peace and development in Ethiopia.

    State Minister for Economic Cooperation at the Ministry of Finance, Semereta Sewasew, on Monday (April 29) held discussions with French Development Agency (AfD) representatives at her office to solicit support for renewable, integrated, sustainable energy, and digitalization in Ethiopia.

    The House of Peoples’ Representatives (HPR) on Thursday (April 18) ratified the new IGAD Treaty. IGAD lauded the decision as a crucial step that marks a significant milestone in the process of renewing the existing IGAD treaty, which has been in effect for the past 36 years (See Article).

    On Wednesday (April 24), an Ethio-Slovenia Political Consultation was conducted at the Ministry of Foreign Affairs of Ethiopia. The consultation was aimed at evaluating the status of existing relations, consulting on further enhancing the bilateral relations of the two countries and exchanging views on current regional, continental, and global issues of common interest.     President Ismail Omar Guelleh, on Monday (April 29), held talks at the Palace with IGAD Executive Secretary Workneh Gebeyehu and IGAD Special Envoy for Sudan, Lawrence Korbandy, to take stock of the situation in Sudan.

    Minister of Foreign Affairs, Mahmoud Ali Youssouf, on Sunday (April 28), received at his office Deputy Executive Secretary of IGAD, Mohamed Abdi Ware, along with the Special Envoy for Sudan, Lawrence Korbandy discussed the current situation in Sudan.

    President William Samoei Ruto on Monday (April 29) participated at the International Development Association (IDA) 21 Replenishment Summit in the Capital Nairobi co-hosted by the Government of Kenya and the World Bank Group.

    On Tuesday (April 30), President Ruto officiated the launch of the 24th Annual Supplement of the Laws of Kenya, a publication prepared by the Attorney General and contains the revised edition of the Laws of Kenya for the period 1995 to 2022. The Annual Supplement was gazetted as a Legal Notice No. 221 of 2023 on 22 December last year and commenced on the 30 January 2024.

    Prime Cabinet Secretary and Cabinet Secretary for Foreign and Diaspora Affairs, Wycliffe Musalia Mudavadi, arrived in the Danish Capital Copenhagen on Wednesday evening (May 1) to participate in the 21st Nordic-Africa Foreign Ministers meeting schedule 2-3 May 2024.

    President Hassen Sheikh Mohamoud on Tuesday (April 30) hosted at Villa Somalia, the Director of the National Intelligence Organization of Türkiye (Milli İstihbarat Teşkilatı), İbrahim Kalın, to discuss cooperation in the security sector.

    A delegation headed by President Sheikh Mohamoud joined fellow African Heads of State and Government at the International Development Association (IDA) 21 Replenishment Summit in the Capital Nairobi co-hosted by the Government of Kenya and the World Bank Group.

    President Kiir on Monday (April 29) met at his office with UN Special Representative to South Sudan, Nicholas Haysom and the Head of the African Union liaison office in South Sudan, Amb. Joram Mukama Biswaro, to discuss the country’s readiness to conduct general elections at the end of the transitional period.

    Chairman of the Transitional Sovereignty Council of Sudan, Abdel Fattah Al-Burhan and Commander of the Rapid Support Forces, Mohamed Hamdan Dagalo “Hemedti”, on Wednesday (May 1) held separate telephone conversations with the Minister of Foreign Affairs of Saudi Arabia, Faisal bin Farhan Al Saud, to discuss the current situation in the country.

    Information and Communication Directorate of the African Union issued a press release on Wednesday (May 1) with regards to the upcoming celebration of the 20th Anniversary of the African Union Peace and Security Council under the theme “20 Years of the AU PSC as a Standing Decision-Making Organ Peace and Security: The Next Two Decades”.  The activities for May 2024, will include an Open Session on May 15th to review the implementation of the Protocol establishing the AU PSC, and a High-Level Colloquium as the main commemorative event coinciding with African Day, on May 25th, the press release read. 

    On Tuesday (April 30), the AU Commission and Government of Kenya signed a host- agreement ahead of the Africa Fertilizer and Soil Health Summit to be held in Nairobi Kenya from 7 to 9 May 2024. The host agreement was signed by Ambassador Josefa Sacko on behalf of the AU and Kenyan Ambassador to Ethiopia, George Orina, on behalf of Government of Kenya.


    A meeting of BRICS Deputy Foreign Ministers and Special Envoys on the Middle East and North Africa (MENA) region was held on 25th of April 2024 in Moscow, Russia. Member States convened on their annual deliberation to exchange views on the current peace and stability situation in the Region, focusing on Gaza, Iraq, Syria, Lebanon, Yemen, the Red Sea, Libya and the Sudan. 

    An Ethiopian delegation led by Ambassador Mesganu Arga, State Minister for Foreign Affairs and Ethiopia’s Sous Sherpa to BRICS, took part in this annual gathering organized under the auspices of the peace and security pillar of the BRICS platform. 

    Ambassador Mesganu, in his statement delivered at the meeting, noting the complex challenges the world is facing, stated that convening on the situation in Middle East and North Africa region that is grappling with multiple and serious crises is valuable to voice our collective concern with a positive spirit of contributing to common solutions while respecting appropriate UN and regional mechanisms.

    He also expressed that the on-going conflict between Israel and Hamas, Gaza’s catastrophic humanitarian crisis, maritime insecurity on the Red Sea, and regional tensions are threatening regional and global peace and security. These crises have continued to aggravate the lingering post-pandemic challenges, he added. The continued war in the Sudan is a source of grave concern, exacerbating the agony of millions of Sudanese civilians. It also poses a threat for regional peace and security.

    In its balanced and principled position on the matters, Ethiopia called for all key regional actors to exercise utmost restraint and choose the path of de-escalation and calming tensions. As the Middle East is home to ancient civilizations, Ethiopia believes adherence to the spirit of tolerance and wisdom is greatly needed at this critical juncture. 

    Ethiopia underscored the need for prioritizing effective preventive diplomacy at the very core of engagements to avert a disastrous regional conflict. A historic sense of shared responsibility is key to break the vicious cycle of violence, based on the principles of the UN Charter. Moving away from an endless politics of confrontation to a new strategic culture of peaceful coexistence is a fundamental prerequisite. For this to prevail, Ethiopia reiterated its call for the surge of dialogue and diplomacy to address the multiple crises and to stop the dangerous road of slippery slope. 

    Regarding the Israeli- Hamas conflict, Ethiopia’s position clearly set that, addressing the conflict in Gaza is the key to de-escalate the expanding regional crises and tensions in the broader Middle Eastern region. Addressing the unfolding humanitarian crisis is critical. Ethiopia stressed that, finding a negotiated solution to the Israeli-Palestinian conflict based on principle of “A Two-State Solution” and reaching a ceasefire, according to the UN resolution is important. 

    On the Red Sea security situation, Ethiopia expressed its concern in light of attacks against commercial vessels as well as the increasing foreign military competition. The spill over impacts of the crisis on the Horn of Africa and Red Sea region affects peace and stability, and commercial navigation. Therefore, the de-escalation of tensions in the region is critically vital. In this regard, Ethiopia underscored that Red Sea should be a zone of cooperation through de-escalation, negotiation, and inclusive consultations among all stakeholders.

    Regarding the situations in Sudan, Libya, Yemen, Syria, Lebanon and Iraq, Ethiopia advocated for an inclusive nationally-owned political processes while ensuring their political independence, sovereignty and territorial integrity. 

    On the situations in Sudan, Ethiopia reiterated its firm position on the need by the parties to reach an immediate and unconditional ceasefire. As it has been expressing its firm stance from the beginning of the conflict in Sudan a year ago, Ethiopia reaffirmed the vitality of avoiding proliferation of multiple peace initiatives. Ethiopia underlined that the IGAD and the African Union are well positioned to mediate and provide an inclusive platform for the conflicting parties and other stakeholders. Therefore, all peace efforts should be harmonised and consolidated under the auspices of these regional mechanisms. To this end, Ethiopia called on the international community to support the peace efforts of IGAD and AU to reach a peaceful conclusion to the crisis. Ethiopia firmly believes that local remedies and respect for subsidiarity should be given due consideration. In this stance, Ethiopia underscored its firm position on the need to support a Sudanese-owned and IGAD political process.

    On the meeting, Ethiopia also underscored its zero tolerance for terrorism, and condemns terrorism in any form. Ethiopia believes that the consolidation of multilateral frameworks is vital to promote peace and stability in the Middle East and North Africa region and the globe at large. While reaffirming the primary role of the UNSC in maintaining international peace and security, Ethiopia particularly advocates for the reform of the UNSC to enhance its effectiveness and responsiveness to challenges to global peace and security.

    After deliberating on the current situations in the Middle East and North Africa (MENA), region particularly on situations in Gaza, Sudan, Libya, Yemen, Syria, Lebanon, Iraq and the Red Sea, the meeting of BRICS Deputy Foreign Ministers and Special Envoys on the MENA issued a Joint Statement

    In the Joint Statement, BRICS Member States expressed serious concern over continued conflicts in the region, especially the Palestinian-Israeli conflict, that pose threats to regional and international peace, stability and security. They also expressed deep concern regarding the repercussions of the attacks on maritime navigation in Bab El Mandab and the Red Sea.

    They reaffirmed their commitment to the basic principle that peace and security in the MENA region should be achieved and sustained in accordance with, and in full respect for, international law and the United Nations (UN) Charter. They reaffirmed the primary role of the UN Security Council (UNSC) in maintaining international peace and security. Furthermore, they advocated for the strengthening of multilateralism as a means to promoting and ensuring peace, stability and development in the MENA region.

    The House of Peoples’ Representatives of the Federal Democratic Republic of Ethiopia during its 21st Regular Session ratified the IGAD Treaty signed during the Summit held in Djibouti on 12 June 2023. This makes Ethiopia the second member state to ratify the Treaty, after Djibouti. The Kenyan Council of Ministers has recently endorsed the Treaty referring it to the National Assembly for ratification. 

    IGAD has for long been engaged in the process of revising and amending the previous Establishing Agreement signed in 1996, acknowledging the need to update itself with sub-regional, continental, and global changes, and to come out as a viable regional body in the 21st Century.

    The objective of the amended Establishing document being accelerating regional economic, social, environmental, and political integration, and cross border cooperation among the Member States, the Treaty expands areas of cooperation to respond to the evolving needs of Member States and regional context and global realities. 

    The Treaty places emphasis on making IGAD a rule-based organization where ordinary Summits and Council of Ministers meeting are held regularly, and where the Chairmanship would be assumed in rotations with fixed tenure and in alphabetic order. Clauses related to membership, suspension, expulsion, and withdrawal are also included in the amended Treaty.

    The clause on appointment of two deputy executive secretaries is another novelty which the Treaty has introduced to strengthen the structural capacity and further improve the effectiveness of the Secretariat.

    A strengthened secretariat and enhanced performance of the regional organization would undoubtedly accelerate efforts at maintaining regional stability and ensuring sustainable development of the countries and citizens of Member States. 

    Ethiopia’s ratification of the Treaty showcases its steadfast dedication to advancing the objectives of IGAD and is testament to its commitment to continue to contribute to the endeavours of IGAD to ensure sustainable peace and security in the Horn of Africa.

    Ethiopia has been at the forefront in advancing regional integration agenda in its bilateral relations as well as through the mechanisms of the regional body. It remains firm in its commitments to see a stable, peaceful and prosperous Horn of Africa, where regional integration goals are achieved and the citizens of the region lead a peaceful, prosperous life. 

    Commending Ethiopia’s ratification of the Treaty, the Executive Secretary, Workneh Gebeyehu encouraged member states to emulate Djibouti, Ethiopia and Kenya by initiating the ratification process of the establishing treaty. The Treaty enters into force after ratification by two-thirds of the Member States.

    The collective dedication to ratifying the IGAD treaty serves as a reaffirmation of the shared vision among member states to foster a stronger and more integrated region, ultimately benefiting all its constituents,” the Executive Secretary added.

    The Second Ethio-Slovenia Political Consultation was held in Addis Ababa, Ethiopia on 24 April 2024 at the level of Director Generals.

    The Ethiopian side was led by Ambassador Zenebe Kebede, Director General for European and American Affairs and the Slovenian side was led by Mateja Norčič Štamcar, Director General for Political Affairs at the Ministry of Foreign and European Affairs of Slovenia.

    The consultation is aimed at exploring ways of strengthening political and economic cooperation and coordinate actions on regional and international issues of common interest.

    In his opening remarks, Ambassador Zenebe Kebede, emphasized that Ethiopia and Slovenia have built a solid foundation of friendship and cooperation based on shared values and aspirations. He noted that the consultation gives a valuable opportunity to deepen engagement and explore ways to further our collaborating in a variety of areas, including investment, commerce, technology transfer, education. He further emphasized the importance of bilateral consultation in strengthening cooperation and allow to learn from one another.

    On the other hand, DG Štamcar stated that, such a platform and dialogue is very crucial to review and further improve the relationship between the two countries. She mentioned a Bee-keeping project in the area bordering Ethiopia and Kenya that is supported by the Slovene Government in collaboration with the World Food Program. Slovenia also wants to introduce a Bee Day in the UN. As Ethiopia is Africa’s largest producer and exporter of honey, the assistance of Slovenian government in this area will help a lot. Slovenia has also identified digitalization as one of the areas of cooperation with Ethiopia.

    The two sides further exchanged views on the current political and economic situation in the Horn of Africa region and Europe. The Political consultation was a sign of keen interest between the two countries to engage one another and explore ways of strengthening bilateral relations.

    Slovenia is striving to prioritize its relations with Sub-Saharan African Countries.

    Prime Minister Abiy Ahmed on Friday morning (April 26) unveiled plans to construct modern, clean, and dignified public restrooms, with a strong emphasis on community involvement in their construction. The initiative, named ‘Clean Ethiopia,’ includes a fundraising component under the theme ‘Clean Cities – Healthy Lives‘, the Office of the Prime Minister disclosed (See Article).

    Premiere Abiy Ahmed welcomed at his office Libyan Prime Minister Abdul Hamid Al-Dbeibeh on Thursday (April 25) and discussed regional peace and stability, economic cooperation, workforce exchange, and other areas of mutual interest.

    Deputy Prime Minister Temesgen met at his office with the African Urban Forum National Coordinating Committee on Tuesday (April 23) to discuss the upcoming African Cities Sustainability Forum slated for September 2024 in Addis Ababa. In his social media updates in after the discussions, DPM Temesgen stated that, as a historic country and a founding member of the United Nations and the Organization of African Unity, is prepared to fulfill its African responsibility by organizing this forum of African brothers.

    On Wednesday evening (April 24), Minister of Foreign Affairs, Ambassador Taye Atske-Selassie, welcomed to Addis Ababa visiting Prime Minister of Libya Abdul Hamid Al-Dbeibeh, who came to Ethiopia to meet with senior Government officials including Prime Minister Abiy Ahmed on bilateral, regional and international issues of mutual interest.

    Minister of Foreign Affairs, Ambassador Taye Atske-Selassie, on Monday (April 22) conferred with the former Foreign Minister of Algeria and current Special Envoy of the UN Secretary General Antonio Guterres for the Sudan, Ramtane Lamamra, on the importance of a coordinated and harmonized Sudanese-led and Africa-supported peace process to find solutions to the conflict in the Sudan.

    Foreign Minister Ambassador Taye Atske-Selassie on Wednesday (April 24) hosted the Deputy Secretary-General of the United Nations, Amina Jane Mohammed, in Addis Ababa and discussed the 4th UN Financing for Development Conference. During the session, the Foreign Minister reaffirmed the Government’s singular commitment to successfully host the preparatory meeting for the Conference. The dignitaries also exchanged views on consolidating partnerships, SDGs, developments in the Horn and the Summit of the Future, among others.

    State Minister for Political and Economic Diplomacy of the Ministry of Foreign Affairs, Ambassador Mesganu Arga, during an exclusive interview with the Ethiopian News Agency (ENA) on Wednesday (April 24) stated that, Ethiopia has embarked on rigorous economic reforms aimed at opening up and connecting it with the global economy under the rubric the Homegrown Economic Reform Agenda.

The consultation was aimed at evaluating the status of existing relations, consulting on further enhancing the bilateral relations of the two countries and exchanging views on current regional, continental, and global issues of common interest. Director General for European and American Affairs of MFA Ethiopia, Ambassador Zenebe Kebede and Director General for Political Affairs, Ministry of Foreign and European Affairs of Slovenia, Mateja Norčič Štamcar, co-chaired the meeting.

    Ethiopian Embassy in Pakistan in partnership with the Lahore Chamber of Commerce and Industry (LCCI) on Thursday (April 25) organized an Ethio-Pakistan Business Forum at the LCCI Headquarters to encourage the business community to invest in the various fields in Ethiopia.

    Ethiopian Embassy in Djibouti disclosed on Tuesday (April 23) that 21 Ethiopian migrants perished at sea after a boat carrying 77 people capsized off the coast of Djibouti. The Embassy noted, the search and rescue of missing persons continues and stressed the tragic nature of the accident adding that as a similar incident claimed the lives of 38 Ethiopians two weeks ago.

    President Isaias Afwerki on Thursday (April 25) met with United Nations Secretary General Antonio Guterres’ Special Envoy for Sudan, Ramtane Lamamra, at Denden Guest House in the Capital Asmara to discuss the ongoing conflict in the Sudan.

    President William Samoei Ruto on Sunday (April 21) led the nation in according the later Chief of Defence Forces (CDF) of the Kenyan Defence Forces (KDF), General Francis Ogolla, a national sendoff, who was laid to rest in Siaya County.     President Kiir on Thursday (April 25) appointed immediate former Deputy Foreign Minister, Ramadan Abdala Goc, as as the substantive Minister of Foreign Affairs and International Cooperation. Goc replaces James Pitia Morgan, who at the moment has been appointed by the President as Special Envoy to the Great Lakes Region, state broadcaster, South Sudan Broadcasting Corporation (SSBC) disclosed.

    The African Risk Capacity (ARC), in collaboration with the Department of Agriculture, Rural Development, Blue Economy and Sustainable Environment (DARBE), the coordinating Department within the African Union (AU) Commission for ARC Agency matters, hosted the 14th Session of the Conference of Parties (CoP 14) at the AU Headquarters in Addis Ababa Monday-Tuesday (April 22-23).

    The African Union Headquarters on Monday (April 22) hosted the Fourth African Union and China Dialogue on Human and Peoples’ Rights. This important event availed the two parties the opportunity to discuss and make concrete recommendations to pressing human rights concerns in both regions, the AU revealed in a press statement.

    The Africa Centres for Disease Control and Prevention (Africa CDC) during an inaugural meeting at its office in Addis Ababa on Thursday (April 25) disclosed the commencement of two pioneering projects: the Integrated Genomic Surveillance and Data Sharing Platform (IGS) and Integrated Genomic Surveillance for Outbreak Detection(DETECT), that could potentially to reinforce the Africa Pathogen Genomics Initiative (Africa PGI 2.0) thereby enhancing the capacity of Member States for molecular detection of outbreaks, AMR genomic surveillance, and timely data sharing across Africa. The kick-off meeting was jointly organized by Africa CDC and the European Commission Health Emergency Preparedness and Response Authority (HERA) with the aim of strengthening disease outbreak detection and surveillance throughout the Continent.


    In order to make our cities clean, green, and conducive to residents’ well-being, Prime Minister Abiy Ahmed has spearheaded transformative efforts over the past six years.

    These efforts include city-wide road cleaning campaign, urban/backyard agriculture demonstrations, and the annual Green Legacy program; which saw the planting of not only saplings for food security but also plants and flowers to enhance the aesthetic appeal of our urban areas. 

    Recently there has been a focus on enhancing pedestrian-friendly infrastructure in various neighborhoods. To that effect, Prime Minister Abiy Ahmed has directed efforts towards cleaning and revitalizing the main corridors of our city.

    Currently, development activities are underway in five key corridors, with a focus on modernizing public amenities and enhancing overall urban livability. 

    Central to this initiative is the announcement of a new movement, under the theme ‘Clean Cities – Healthy Lives,’ to construct modern, clean, and dignified public restrooms, with a strong emphasis on community involvement in their construction which will address the lack of public toilets in our city.

    A high-level Ethiopian delegation led by Minister of Finance, Ahmed Shide, and comprised of the Governor of the National Bank of Ethiopia, Mamo Mihretu, State Minister of Fiscal Policy and Public Finance, Eyob Tekalegn, Senior Advisor to the Prime Minister, Teklewold Atnafu, Ambassador to the US, Sileshi Bekele, had fruitful discussions with the World Bank Group (WBG) and the International Monetary Fund (IMF) officials during the 2024 Spring Meetings held in Washington DC, USA. 

    The delegation met with IMF Managing Director Kristalina Georgieva, the World Bank’s VP for Eastern and Southern Africa, Victoria Kwakwa, the World Bank’s VP for IDA Akihiko Nishio, the Bank’s MD for Operations, Anna Bjerde, as well as Executive Directors at the IMF and WB.

    The two sides discussed Ethiopia’s economic situation, prospects, and ongoing macroeconomic reforms critical for restoring macro-fiscal stability, growth, and jobs, including addressing distortions, boosting productivity, and enhancing ease of doing business for private investment, among others.

    Both institutions commended Ethiopia for the critical steps taken to stabilize the economy and tame inflation as well as the broad-based reform program planned under Ethiopia’s second phase Home-Grown Economic Reform agenda. The meetings discussed the way forward on how the IMF and the WBG can jointly support the country’s ambitious economic program that is designed to unlock Ethiopia’s full economic potential. 

    Ethiopia was also represented by the delegation at the Global Sovereign Debt Roundtable (GSDR), co-chaired by the IMF, WB, and Brazil as the G20 Presidency during the 2024 Spring Meetings. The meeting was attended by Paris Club and non-Paris Club creditors, debtor countries, and representatives of the private sector. 

    The discussion focused on progress on debt relief processes to date and measures that can be taken to accelerate debt restructuring and make them more efficient, including under the G20 Common Framework.

    Minister Ahmed Shide expressed Ethiopia’s position on the ongoing debt restructuring discussions under the Common Framework. He reiterated Ethiopia’s appreciation of the Framework and efforts by creditors and partners to improve the debt treatment process, including the advocacy for automatic debt service suspension while underscoring the actions that can be taken now to provide timely debt relief for countries under debt distress, including alignment of interest between official creditors and private creditors (bondholders) as well as the need to shorten the timeline for debt treatment and avoid protracted negotiations on debt restructuring. 

    The meeting agreed the GSDR will continue to work closely together and with other partners to further support the international response to current debt challenges. 

    One of the delegation’s major activities on the side-lines of the World Bank IMF spring meetings was the discussion with the WB’s Regional Africa VP for International Finance Corporation (IFC) Sérgio Pimenta, and the VP and Chief Risk, Legal, and Sustainability Officer for Multilateral Investment Guarantee Agency/MIGA, Ethiopis Tafara. 

    The meetings discussed Ethiopia’s efforts and reforms to boost private sector investments, including the recent opening of the retail, financial, and other sectors to international investors. The VPs commended Ethiopia’s efforts to create an enabling environment for investment while underscoring strategic areas of collaboration to further improve the country’s investment climate and advance this agenda. 

    Meanwhile, Finance Minister Ahmed, who also doubles up as the current Chair of the Horn of Africa Initiative(HOAI) co-chaired the 20th Ministerial Meeting of HOAI along with Victoria Kwakwa, Regional Vice President for Eastern and Southern Africa in Washington DC.

    Ministers of Finance of the Horn of Africa region and development partners, including the World Bank, AfDB, EU, Germany, and the UK, attended the meeting. Further, Minister Shide welcomed the growing interest from additional partners, including the Arab Bank for Economic Development in Africa (BADEA), the Saudi Fund for Development, and special envoy representatives from the United States and Japan. He extended a call for some of the observers to formalize their engagement through the HoAI Participation Framework.

    Five years into the implementation, Minister Shide commended the success of this resource mobilization effort while stressing the importance of furthering these endeavours. The discussions also delved into strategies for bolstering the financing of the remaining lending pipeline, which includes integrating proposals from South Sudan. He encouraged continued resource mobilization efforts, including topping up funding for the MDTF as a priority to continue the momentum. He stated, “The HoAI original pipeline of projects is yet to be fully funded compared to the needs. Thus, we need to redouble our resource mobilization efforts.”

    On the margins of these meetings, Minister Ahmed Shide, also met with UK State Minister for Development and Africa Andrew Mitchell. The discussions focused on Ethiopia’s economic prospects and resilience amidst local and evolving global challenges, UK’s investment interests in Ethiopia, as well as its support to regional stability and integration in the Horn. The UK Minister reiterated his country’s commitment and advocacy for an ambitious IDA21 replenishment. The finance minister expressed appreciation for UK’s continued support to Ethiopia’s humanitarian needs and development agenda, including on economic reforms, infrastructure, human development, and private sector investment. The two sides agreed on ways to deepen bilateral cooperation in strategic and priority sectors in Ethiopia.

    Minister Ahmed and the accompanying high-ranking government officials also participated in the Ethiopian-American Business and Investment Forum hosted by the Ethiopian Embassy in Washington, D.C. in collaboration with Wafa Marketing and Promotion.  In his opening speech, Ahmed highlighted Ethiopia’s resilience in the face of recent challenges and its continuous economic growth.

    Despite various internal and external challenges, Ethiopia’s economy has persevered, largely due to extensive government reform efforts and significant investments in infrastructure, Mr. Shide said. He emphasized the pivotal role of these reforms and investments in sustaining economic growth.

    Furthermore, he underscored Ethiopia’s commitment to green initiatives to address climate change, achieve food self-sufficiency, enhance sustainable agricultural productivity, and resolve issues related to integrated water resources management. The Minister extended an invitation to American investors to explore Ethiopia’s abundant investment opportunities first-hand. 

    The Fourteenth Session of the Assembly of the International Renewable Energy Agency (IRENA) convened in Abu Dhabi, UAE from 17 to 18 April 2024. The Assembly gathered global leaders and energy decision-makers to project a strategic way forward across individual countries, regions, and the world at large, considering into the findings of the first Global Stocktake at COP28 that was held last year in Abu Dhabi. The meeting was themed “Outcome of COP28: Infrastructure, Policies and Skills for Tripling Renewables and Accelerating the Energy Transition.”

    On the sideline of the Assembly, various ministerial and high-level sessions were also convened as part of the Assembly session. The purpose of these sessions was to facilitate collaboration between decision-makers on important and urgent issues related to the energy transition from fossil fuel to renewable energy in the year 2030 and beyond, and to inform the future work of IRENA. In addition to the ministerial high-level session, several panel discussions were also part of the Assembly. 

    The Assembly was inclusive. Youth forum, the Legislators Forum and Public-Private Dialogue were also part of the Assembly. It has been said that the aim of these was to provide opportunities for awareness creation and discussions with and among different actors who have a stake for the collective ambition of the Agency in the process of achieving a just and inclusive future, based on renewables.

    Topics such as Tripling of RenewablesGeopolitics of Energy SecurityInfrastructure for the Energy Transition: Utilities for Net Zero AllianceRegional Energy Transition Outlooks for Africa – Setting a vision for a 1.5C pathway and Policies and Skills for an Accelerated Energy Transition were discussed thoroughly both in the plenary and syndicate settings. 

    In the Assembly, Ethiopia was represented by Minister of Water and Energy Habtamu Itefa, accompanied by Ethiopian Ambassador to the UAE Oumer Hussien and delegates. Minister Habtamu delivered Ethiopia’s national statement to the participants. Afterwards, he engaged in two panel discussion sessions as a panelist and highlighted the untapped potentials of our country in the renewable energy sector, the efforts made in developing our resources and the achievements our country has registered so far.

    The minister also called for the developed countries to provide African countries, including our country in finance and technical supports in their endeavours to develop and utilize their renewables.

    BRICS conducted a two-day (16-17 April 2024) meeting of its Working Group on ICT Security Issues, particularly cyber security, in the Russian Capital, Moscow. An Ethiopian delegation led by the Director-General of Information Network Security Administration (INSA), Tigist Hamid, actively participated in the deliberations.

    In her remarks, DG Tigist highlighted the importance of international cooperation in securing ICT networks and emphasized the need for all countries to work together to address cyber threats effectively. She also stressed the importance of promoting innovation and research in the field of cybersecurity to stay ahead of cyber threats.

    The discussions during the meetings covered a range of topics, including BRICS policies on cybersecurity, Computer Emergency Response Team (CERT) cooperation, research and development in cybersecurity, and collaboration with international agencies to enhance security in the use of ICT. Delegates from Ethiopia contributed to these discussions by sharing their insights and experiences in these areas.

    During the meeting, Deputy Director General of INSA, Daniel Guta, also delivered a statement outlining Ethiopia’s commitment to aligning its policies with those of the BRICS nations. He emphasized the importance of collaboration and information-sharing in combating cybersecurity threats in an increasingly interconnected world. DDG Daniel also highlighted the need for innovative solutions to address the challenges posed by rapid advancements in the technology.

    The BRICS Policy agenda discussed during the meetings focused on promoting a safer and more secure cyberspace for all. By working together, the BRICS nations, including Ethiopia, are committed to developing proactive strategies to address cyber threats and enhance cybersecurity resilience.

    As we witness the ever-evolving landscape of technology and the increasing importance of securing our digital infrastructure, it is crucial for nations to come together and work towards common goals. By joining forces in research and development, we not only enhance our capabilities but also strengthen our collective resilience against cyber threats.

    Collaboration among like-minded nations is crucial in ensuring the security, stability, and prosperity of our digital world. As we navigate the ever-evolving landscape of ICT, it is imperative that we stand together against potential threats and work towards collective resilience.

    In addition to the productive discussions, the Ethiopian delegates also had the opportunity to visit the Cyber Security resilient Sberbank and its CERT. This site visit provided the delegate with a first-hand look at the advanced cybersecurity measures in place at Sberbank, showcasing the importance of investing in robust cybersecurity infrastructure to protect critical assets from cyber threats.

    Ethiopia

    Minister of Foreign Affairs, Ambassador Taye Atske-Selassie, on Tuesday (April 16) conferred with the Deputy Executive Director of World Food Programme (WFP) on ways of further boosting cooperation in buttressing Ethiopia’s development endeavours and ongoing humanitarian assistance efforts.

    An Ethiopian delegation led by Minister of Water and Energy, Habtamu Etefa, participated at the two-day ((Wednesday – Thursday (April 17-18)) Fourteenth Session of the Assembly of the International Renewable Energy Agency (IRENA) in Abu Dhabi, United Arab Emirates.

    Ethiopia was elected as a member of the UN Commission on the Status of Women (CSW) for a term of four years (2025-2029) on Saturday (April 13). CSW was established in 1946 to promote gender equality and women’s empowerment worldwide.

    State Minister of Foreign Affairs, Ambassador Mesganu Arga, met with the Secretary-General of the Addis-based Organisation of Southern Cooperation, Manssour Bin Mussallam, on Tuesday (April 16) and exchanged views on how to further enhance cooperation and ways to work closely between Ethiopia as a host and the OSC.

    Ethiopian Investment Commission Commissioner, Hanna Arayaselassie, during a presser on Thursday morning announced the issuance of a new directive that aims to regulate the participation of foreign businesses in previously Ethiopian-dominated areas including, import-export, wholesale and retail. 

    European Union High Representative/Vice-President Josep Borrell and Commissioner for Crisis Management Janez Lenarčič on Tuesday (April 16) published a statement expressing EU’s solidarity with the people of Ethiopia. The EU recognizes the central role of the Government of Ethiopia in their efforts to respond to these challenges, with the support of the international community, the statement read.

    An Ethio-USA Business and Investment Forum was held on Thursday (April 18) on the margins of the 2024 Spring Meetings of the International Monetary Fund (IMF) and the World Bank Group (WBG) in the US Capital. The Forum was organized by Ethiopian Embassy in Washington DC in collaboration with Wafa Marketing and Promotion and brought together about 150 business representatives from both countries and provided the opportunity to discuss enhancing investment and improving ease of doing business.

    The Governments of Ethiopia and the United Kingdom together with the United Nations Office for the Coordination of Humanitarian Affairs (UNOCHA) on Tuesday (April 16) convened in Geneva, Switzerland, to address the urgent need for increased humanitarian funding for the country, pledging a total of almost USD 630 million (See Article). 

    Ministry of Foreign Affairs’ Spokesperson, Nebiyu Tedla on Thursday morning (April 18) gave the bi-weekly press briefing of the Ministry to local and Addis-based media houses. Ethiopia is one of the leading countries that are raising voices for Africa to have a permanent seat at the UN Security Council by strengthening its participation in the multilateral institutions of which it is a founder, the Spokesman noted (See Article). 

    Somalia

    President Hassan Sheikh Mohamoud on Wednesday (April 17) convened a high-level security conference in the Capital Mogadishu and discussed the threat posed by Al-Shabaab terrorist group on the Capital and other regions of the country. 

    South Sudan

    President Salva Kiir Mayardiit on Tuesday (April 16) hosted at his residence the South African President Cyril Ramaphosa and discussed bilateral and regional issues of mutual interest, during the latter’s three-day working visit to the Horn of African country.

    Minister of Foreign Affairs and International Cooperation James Pitia Morgan on Wednesday (April 17) held bilateral talks with former Sudanese Prime Minister Abdallah Hamdok on the Sudanese peace process at the margins of the International Humanitarian Conference for Sudan and neighboring countries in Paris, France. 

    Africa and the African Union

    The Political Affairs, Peace and Security (PAPS) Department of the African Union Commission in collaboration with the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH partnership for strengthening cybersecurity project, held a workshop on Cyber Diplomacy for the embassies and permanent Missions of the AU Member States in Addis Ababa, at the AU Headquarters from Monday to Tuesday (April 15-16).


    President Sahle-Work addresses the Third International Cooperation Forum

    The Third International Cooperation Forum (IC Forum) 2024 was held in Basel, Switzerland from 11 to 12 April 2024. The event brought together over 1700 participants from 100 countries with the aim of discovering new pathways for tangible and sustainable progress towards peace. The forum was convened under the theme ‘What is Peace?‘  to facilitate critical dialogue on world peace.

    In her keynote address, President Sahle-Work Zewde touched upon different aspects of peace including: the current situation, the role of global institutions in securing peace, lessons for securing peace from the experience in Africa, the role of women in nurturing peace and on the importance of solidarity.

    On the global scene, the President stated that our world is facing multiple and, in many ways, interconnected challenges. She explained that the world has re-entered an era of global competition, and the scourge of war is devastating the lives and wellbeing of civilians in most corners of the globe. According to the President, this is creating a cycle of tension, mistrust and discord, and global partnership is being undermined and needs to be critically addressed by all. She underlined that everyone must stand firm to harness harmony, stability, and prosperity for all nations, regardless of their geographical location or socio-political circumstances.

    The President asserted that the world needs to show commitment to enable the international institutions to function. She emphasised the necessity of the current global institutions to be revitalized to create a better and peaceful world for all. She encouraged all countries regardless of their economic or military status to be held to same global rules governing humanity. 

    In her address, the President discussed the lessons that can be drawn from Africa’s experience in securing peace. She noted that while Africa is one of the continents most plagued by conflict and instability worldwide, it is also the continent with the greatest experience in using mechanisms for conflict resolution, such as the panel of wise, which brings together elders and other individuals with leadership experience to resolve disputes. As an illustration of the African Union’s experience mediating and peacefully resolving conflicts in northern Ethiopia, the president cited the appointment of a high-level representative and a high-level panel to reach the Pretoria Peace Agreement. This process, which was led by the African Union and owned by Ethiopia, put an end to hostilities in the region and silenced the guns. 

    The President spoke in detail about the vital role that women play in nurturing peace and emphasised the need for women to be given the freedom to fulfil these tasks. Aside from raising future generations and providing daily sustenance for their families, the president expounded on the impact of conflict on women, stating that women are the most affected by conflict and have various obligations during times of conflict. If communities are to put hostilities behind them and refocus on healing, rehabilitation, and rebuilding, it is only natural that women be empowered to play roles in resolving conflicts and maintaining peace, the President underlined in her remarks. 

    On the importance of solidarity for world peace, the President emphasised the need for people all across the world to share the agony of those around them. The president appealed to all to stand for peace and for development of all people around the world. 

    On the sidelines of the Forum, a bilateral meeting took place between President Sahle-Work Zewde, and Viola Amherd, President of the Swiss Confederation. During the meeting, the two Presidents discussed a wide range of issues and expressed their desire to strengthen the existing trade, investment, and development cooperation between their countries and explore new areas of cooperation. 

    Similarly, during her stay in Switzerland President Sahle-Work also held talks with Ethiopians living in Switzerland, and called upon them to strengthen their ties with their country, to help their compatriots at home and be a voice for peace. She underlined that, no matter their differences with governments of the day, they need to be focused on promoting Ethiopia’s development as “country is above all”.

    High-level Pledging Event for the Humanitarian Assistance Efforts in Ethiopia

    A High-level Pledging Event co-hosted by the Governments of Ethiopia and the United Kingdom together with the United Nations Office for the Coordination of Humanitarian Affairs (UNOCHA) was convened on 16 April 2024, in Geneva, Switzerland. During the conference, participating Member States pledged more than 610 million US Dollars to support the humanitarian assistance efforts in Ethiopia and came up with a Joint Communique. The conference addressed the pressing humanitarian situation unfolding in Ethiopia that is mainly characterized by a convergence of climate-related disasters, and other challenges.

    During the high-level pledging event, Minister of Foreign Affairs, Ambassador Taye Atske-Selassie thanked co-hosts, UK and OCHA as well as other partners present for showing their solidarity with the People and government of Ethiopia.  He emphasized that Ethiopia has taken lessons from previous humanitarian crises and it has put in place a robust and effective policy and institutional arrangements. He reaffirmed the determination of the Government of Ethiopia to save lives and protect community resilience. Minister Taye, announced that the government has already allocated a total budget of 250 million US Dollars to address emergency needs. Ethiopia has also put in place an effective national system to prevent, prepare and recover from manmade and natural disasters. It has integrated disaster risk management system with long term development and resilient initiatives. He underscored that development, building resilience and responding to disaster remains critical in Ethiopia’s determined effort to protect communities. In this regard, he stressed that effective policy frameworks, conducive institutional arrangements are indispensable to overcome climate induced challenges. The Minister also highlighted the commitment of the Ethiopian Government to further strengthening robust and strong partnership with our development partners to enhance engagement in line with national development programs.

    He expressed his gratitude to all development partners stressing that Ethiopia “highly values its partnership with our development partners.” He reiterated the Government’s unwavering political commitment and readiness to act with the highest sense of urgency to respond to the unfolding humanitarian situation with all capacities at its disposal. The Ethiopian Government is also taking long term sustainable game changing solutions to transform the Ethiopian economy particularly its agricultural sector. In this regard, he highlighted successful national development initiatives that have continued to register remarkable results such as the national wheat production, the national flagship nutrition program called “Bounty of the Basket”, Productive Safety-Net Program and the Green Legacy Initiatives as a state that bears primary responsibility to ensure sustainable development and prosperity to its citizens. The Government of Ethiopia is determined make food insecurity history.

    The government of UK co-hosted the High-Level Event and pledged 100 million British Pounds and urged participating partners to make concrete financial pledges. Speaking at the closing event, the Deputy Minister for Development and Africa of the UK, Andrew Mitchell, implored international partners that has not yet made pledges but spoke with passion to stand in solidarity with the People and Government of Ethiopia and to contribute accordingly. 

    The UNOCHA Deputy Director, Joyce Msuya, during a panel discussion session as part of the Pledging Event called for the international community’s concerted effort to arrest the humanitarian challenges in Ethiopia. The World Food Program Deputy Executive Director, Carl Skau, on his part, also underscored that the WFP in partnership with the Government of Ethiopia, has put in place a revamped and reformed food distribution system and urged the international community to scale up its financial support to address the funding gap.

    As clearly stipulated in the joint communique issued after the High-Level Pledging Event, “all parties reaffirmed their commitment to upholding the principles of humanity, neutrality, impartiality, and independence in providing humanitarian assistance, ensuring that aid reaches those most in need without discrimination. The Government of Ethiopia also committed to undertaking a joint review exercise, aimed at ensuring a progressive environment for civil society organizations and NGOs, including to facilitate humanitarian operations.” 

    Second Generation Ethiopian Diaspora Home-Coming

    The Government of Ethiopia has prepared and implemented structural and legal frameworks including the diaspora policy to connect the diaspora to its roots and to create a platform by which the diaspora can contribute to the nation building effort and to the development of the country. One of the objectives of the Diaspora Policy Implementation Strategy is to promote organized diaspora participation, and it has been pointed out in the policy that there is a need to pay special attention to the organized participation of the young diaspora. 

    From experience of countries, it is understood that when the second generation of the diaspora community have a complete understanding and connection with their home country, they serve as Goodwill Ambassadors of their country of origin in the destination country where they work, live and study. This in turn is invaluable to the generational endeavor of nation building. This is also evident from Ethiopia’s experience in 2021 when a national call for the “Great Ethiopian Home Coming” was made and members of the diaspora community from different parts of the world came to their homeland and brought about social, economic and diplomatic legacies. This program for second generation home coming is next phase of the first home coming call to return home.  

    Based on this,Prime Minister Abiy Ahmed, made a national home-coming call for the Second generation of Ethiopians under the theme “Back to Your Origins”. The main objective of this national call is to enable second-generation Ethiopian Diasporas around the world to learn, understand and get immersed into the culture and history of Ethiopia, connect to their origins by creating social, cultural and psychological ties with Ethiopians at home and build a sense of patriotism so that they can contribute to their country’s development.

    This homecoming call of the second-generation Ethiopian diaspora is sought to be implemented in three phases between December 2023 to September 2024, with each phase having its own specific thematic area that aligns with and reinforces the central theme. 

    The first phase “Connect to Your Multi-Cultural Roots” that enabled second generation Diasporas experience and get reconnected to the diverse cultures, traditions, customs and unique features of Ethiopia has been concluded recently. The second phase “Connect to Your Historical Roots” which aims to make second generation Diasporas discover the history of their homeland and understand their ancestral patriotism and selfless scarification waged to defend the territorial integrity and sovereignty of their country is undergoing currently. The third phase “Leave your Legacy, Savour your Holiday” designed to engage the second generation Diasporas to contribute to the national volunteerism initiative by participating in the green legacy program, giving hands to the needy through construction of houses, making donations for vulnerable communities and sharing their experiences to Ethiopians at home while savouring their vacations will commence during summer vacation time.

    Ministry Says it has Protected National Interests, the Last Six Years

    On Thursday, 18 April 2024, the Spokesman of the Ministry of Foreign Affairs of Ethiopia, Nebiyu Tedla, delivered the bi-weekly press briefing of the Ministry. His presser, mainly focused on the achievements in foreign relations and diplomacy carried out the last six years and planned diplomatic activities this week.

    Ushering in economic reforms, opening up fields that were closed to foreign companies and most importantly, the work done to ensure food sovereignty as an example were mentioned at the briefing.

    He detailed the diplomatic achievement made for Ethiopia to become a BRICS member and said that the national effort to create a climate resilient economy has been done to gain international recognition with the help of green diplomacy.

    Nebiyu also said, by signing the Pretoria Peace Agreement and adhering to it, Ethiopia has proven its strong desire for peace through its tireless efforts to solve African problems within an African framework.

    He said that Ethiopia is one of the leading countries that are raising voices for Africa to have a permanent seat in the Security Council by strengthening its participation in the multilateral institutions of which it is a founder.

    Nebiyu also touched on the successful operations that have hitherto been carried out that have made it possible for Ethiopia to protect its national interests by maintaining existing relations, opening new chapters of cooperation, and through diaspora and citizen-oriented diplomacy.

      Prime Minister Abiy Ahmed and First Lady Zinash Tayachew paid a two-day (Saturday (April 06) – Sunday (April 07) official visit to Kigali, Rwanda and conferred with President Paul Kagame and First Lady Jeanette Kagame on ways of further enhancing multifaceted diplomatic ties.

      Minister of Foreign Affairs, Ambassador Taye Atske-Selassie on Monday (April 08) conferred at his office with Dutch counterpart Hanke Bruins Slot on ways of further strengthening cooperation between Ethiopia and The Netherlands, especially in the areas of trade, investment and development cooperation. They also exchanged views on regional and global issues of mutual interest.

      In an interview that appeared in Ethiopian News Agency on Sunday (April 07), Minister of Trade and Regional Integration, Gebremeskel Chala disclosed that, Ethiopia will hold its pivotal fifth-round World Trade Organisation (WTO)meeting in a bid to expedite the accession process. According to Gebremeskle, the meeting is scheduled for next month.

      A high-level Ethiopian delegation led by State Minister of Resources and Services of the Ministry of Foreign Affairs, Ambassador Birtukan Ayano, on Sunday (April 07) met with Saudi authorities led by Deputy Minister of Foreign Affairs, Ali Al-Yousef, in Riyadh and exchanged views on ways of repatriating undocumented Ethiopian migrants from Saudi Arabia and enhancing the bilateral relations of the two countries.

      On Tuesday (April 09), Ethiopia and Japan held their inaugural political consultation session in Tokyo. The session co-chaired by by State Minister of Foreign Affairs, Ambassador Mesganu Arga, and Japanese Parliamentary Vice Minister of Foreign Affairs, Kiyoto Tsuji. The deliberations, among others, facilitated a comprehensive review of bilateral relations and constructive dialogue on various regional and multilateral issues of mutual concern. The PC was lauded as a pivotal step in deepening the bond between the two countries, paving the way for enhanced collaboration and mutual prosperity in the years to come (See Article).

      “Startup Ethiopia Exhibition” officially opened on Monday morning (April 09) at the Science Museum in the presence of high-level government officials including Labor and Skill Minister Muferihat Kamil, Minister of Industry Melaku Alebel, Innovation and Technology Minister Belete Mola and others.  Speaking during the opening ceremony of the Exhibition at the Science Museum in Addis Ababa on Monday (April 09), State Minister of Finance Eyob Tekalegn said, the Government is increasingly seeking to broaden startup ecosystems and encourage innovation in the country.

      The Asian African Chamber of Commerce and Industry organized the 6th Global Business Leadership Forum in Mumbai, India on Saturday (April 6). On the occasion Ethiopian Ambassador to India, Demeke Atnafu, addressed the participants and highlighted the ample investment opportunities in Ethiopia in priority sectors such as agriculture, manufacturing, mining, ITC, and tourism.

      The National Bank of Ethiopia (NBE) on Thursday (April 11) released its inaugural Financial Stability Report(2023) that is geared towards addressing risks and promoting financial stability in the country Ethiopia by examining progress and challenges in the country’s economy and in the financial sector in particular during the post-COVID-19 recovery phase. NBE is tasked with the prime responsibility of upholding a sound financial system in Ethiopia to continuously mitigate potential vulnerabilities and ensure macroeconomic and financial stability.

      38 Ethiopian migrants en route to Yemen from Djibouti died after a boat transporting them capsized off the coastal town of Obock. 

      President Isaias Afwerki on Sunday (April 07) met with Chinese Special Envoy for the Horn of Africa Xue Bing at the Denden Guest House and discussed bilateral ties as well as regional and international issues of mutual interest including peace and security.

      President William Ruto and First Lady Rachel Ruto over the weekend paid a 24-hour visit to the Central African Republic (CAR). During the short trip to the Capital Bangui, President Ruto conferred with his counterpart Faustin Archange Touadera on bilateral and regional issues of mutual interest. Ruto is the first Kenyan President to have ever visited the Great Lakes country.

      French Minister of European and Foreign Affairs, Stéphane Séjourné, on Saturday (April 06) visited Nairobi, in his maiden trip to Africa to discuss bilateral and multilateral cooperation with the East African country. During his visit, he met with PCS and CS Musalia Mudavadi and during a joint press conference afterwards, FM Séjourné told the media corps, his country is interest “to renew and build balanced, mutually respectful partnerships with African countries, for the benefit of all countries.”

      The International Maritime Bureau (IMB) in its first quarter report released on Wednesday (April 10) raised alarm on rise of maritime piracy off the coast of Somalia. The Q1 report indicated that there is a continued threat of Somali piracy incidents with 33 reported so far to the Bureau. These incidents were attributed to Somali pirates who demonstrate mounting capabilities, targeting vessels at great distances, from the Somali coast, the report read.

      Prime Minister Hamza Abdi Barre on Sunday (April 06) announced a cabinet reshuffle within the administration including the filling of some dockets that had remained vacant for a while due to several reasons. Accordingly, PM Barre appointed Ambassador Ahmed Moallim Fiqi as Minister of Foreign Affairs and International Cooperation, Ali Yusuf Ali Hoosh as Minister of Internal Affairs, and Gen. Abdullahi Sheikh Ismail Faratag in charge of Security, among others.

      President Salva Kiir Mayardiit on Monday (April 08) held a meeting with the newly appointed IGAD Special Envoy to Sudan, Lawrence Korbandy, and discussed the peace and security situation in the Sudan.

      Chairperson of the Relief and Rehabilitation Commission (RRC), Peter Gatwech Kulang, on Monday (April 08) launched the National Humanitarian Coordination Operation Center to streamline humanitarian response and provide disaster risk information.

      The African Union Commission (AUC) through the Department of Political Affairs, Peace and Security (PAPS) and in collaboration with the Rwandan Embassy in Ethiopia observed the 30th Commemoration of the 1994 Genocide against Tutsi in Rwanda (Kwibuka30) under the theme “Remember-Unite-Renew” at the AU Headquarters on Sunday (April 07).


      After the opening remarks by the co-chairs, participants engaged in a robust exchange of views, delving into the domestic landscapes of both nations and exploring avenues to strengthen bilateral ties. Discussions encompassed diplomatic and economic relations, as well as broader Japan-Africa relations.

      Ambassador Mesganu underscored Ethiopia’s profound commitment to nurturing its relationship with Japan, highlighting the pivotal role of platforms like political consultations in bolstering bilateral and multilateral cooperation. Emphasizing the importance of seizing available opportunities, he advocated for the enhancement of trade and investment links, recognizing the mutual benefits such collaboration could yield.

      State Minister Tsuji echoed these sentiments, emphasizing the economic dimension of Ethiopia and Japan’s bilateral relations. Stressing Japan’s aspiration for a more robust partnership with Ethiopia, he underscored the indispensable role of a stable Ethiopia in the broader African context.

      The deliberations also saw a comprehensive review of bilateral relations and constructive dialogue on a broad range of regional, global and multilateral issues of mutual interest and concern. The meeting concluded on a positive note, with both sides reaffirming their commitment to strengthening the longstanding ties and cooperation between Ethiopia and Japan.

      Reflecting on their historical ties, dating back to milestones like the signing of the Treaty of Amity and Commerce in 1930, marked by Emperor Haile Selassie’s visit to Japan, Ethiopia and Japan highlighted the enduring friendship between the two nations. Japan’s invaluable support in various sectors, including infrastructure and healthcare, has solidified the bilateral relations, further strengthened by the establishment of the Ethiopian Embassy in Tokyo in 1956.

      The Consultation reiterated both parties’ commitment to fostering mutual prosperity and peace, exemplified by fruitful discussions during Prime Minister Abiy Ahmed Ali’s visit to Japan for The Seventh Tokyo International Conference on African Development(TICAD7)Summit. The recent visit of the former Foreign Affairs Minister of Japan, Yoshimasa Hayashi, to Ethiopia underscored the ongoing momentum in bilateral relations, signaling mutual dedication to advancing the partnership.

      The Ethiopia-Japan Political Consultation laid the groundwork for continued cooperation and collaboration, underscoring the enduring friendship and shared goals between the two countries. Both Ethiopia and Japan emerged as strategic partners, collaborating on regional and international issues of mutual interest, particularly on platforms like the United Nations.

      The Consultation also showcased their commitment to fortifying bilateral and multilateral engagements. Discussions centered on enhancing the partnership between Ethiopia and Japan, spanning political, security, economic, and socio-cultural aspects while fostering deeper people-to-people connections.

      The enduring relationship, highlighted by the Exchange of Notes signed in November 1971, encompasses various forms of development assistance. Ethiopia expressed gratitude for Japan’s support, particularly in critical areas such as agricultural and rural development. In this regard, the Ethiopian side reiterated its call for increased development aid and adoption of programmatic approaches to bolster predictability and foster greater national ownership. Ethiopia also further advocated for aligning its 10-Year Economic Plan (2020-2030) with Japan’s Development Cooperation Charter to facilitate mutual economic diversification.

      The diplomatic relations between Ethiopia and Japan signify a partnership built on mutual respect, cooperation, and shared values, contributing to peace, stability, and prosperity in both countries and beyond. In light of this, Ethiopia reaffirmed its commitment to strengthening its partnership with Japan, emphasizing the need for UN Security Council reform to better represent African interests.  The Ethiopian side briefed latest developments regarding the progress of implementation of the Pretoria Peace Agreement. Recalling the commendable assistance that Government of Japan extended to the Ethiopian National Dialogue Commission, both sides exchanged views on ways and means of exploring Japan’s increased support to rehabilitation and post-conflict socio-economic recovery efforts as well as the Disarmament, Demobilization and Reintegration (DDR) process. 

      Additionally, the Ethiopia-Japan Trade and Investment Forum held on April 10, 2024, in Tokyo, marked a significant milestone in the bilateral economic relations. Delegates from both countries engaged in fruitful discussions and explored opportunities for enhancing trade and investment cooperation. The forum, in particular, highlighted Ethiopia’s vast investment potential, showcasing its strategic location and abundant natural resources. The Ethiopian delegation emphasized the country’s commitment to creating an enabling environment for foreign investors, offering incentives such as tax holidays and duty exemptions. The Japanese investors on their part expressed their keen interest in exploring business prospects in Ethiopia, citing the country’s favorable investment climate and government incentives. 

      Generally, the forum demonstrated the mutual commitment of Ethiopia and Japan to deepening their partnership and unlocking the full potential of their economic relations. The events underscored Ethiopia and Japan’s mutual commitment to fostering closer ties across various fronts, paving the way for a future of mutual prosperity and cooperation. As both nations navigate the complexities of the global landscape, they stand united in their pursuit of shared goals and aspirations.

      Beyond the twin political and business engagements, State Minister Ambassador Mesganu convened a constructive discussion with Head of the United Nations Industrial Development Organization Investment and Technology Promotion Office (UNIDO ITPO) Tokyo, Fumio Adachi. The gathering took place at the UNIDO ITPO Tokyo office, where Ambassador Mesganu and his delegation received a warm welcome.

      Throughout the discussion, Ambassador Mesganu emphasized Ethiopia’s wealth of trade and investment opportunities, shedding light on the government’s ongoing reform initiatives aimed at enhancing the business environment. He underlined the nation’s committed endeavors to foster a more conducive atmosphere for investment. Besides, he stressed the significance of fortifying cooperation with UNIDO ITPO Tokyo to fully harness these opportunities.

      In response, Adachi, sharing Ambassador Mesganu’s reflections, dwelled on the robust collaboration between UNIDO ITPO Tokyo and Ethiopia highlighting positive feedback received from the Office’s team in Ethiopia during their recent review, and affirming the fruitful partnership between the two entities. Adachi expressed optimism about the continued momentum of their collaboration in the future.

      UNIDO ITPOs, situated across various global regions, serve as pivotal hubs for advancing investment, technology transfer, and industrial development in their respective areas. They play a crucial role in facilitating partnerships between local industries, international investors, and technology providers to drive sustainable industrial growth and economic development. These offices offer a spectrum of services, including investment promotion, matchmaking, capacity building, and policy advice, with a focus on fostering inclusive and environmentally sustainable industrialization.

      The Ethiopian Government is currently closely working with the Kingdom of Saudi Arabia (KSA) on the safe and dignified repatriation of 70,000 Ethiopian nationals going though harsh living conditions in the Gulf State. The repatration is part of the bigger citizen-centred diplomacy endeavours of Ethiopia through the Ministry of Foreign Affairs and Embassies and Consulates overseas. Reports from our diplomatic and consular missions in Saudi indicate that, the number of Ethiopian migrants stranded in the various detention centers is increasing from time to time, currently reaching 70,000. To ameliorate the ever worsening condition, the Goverments of Ethiopia and Saudi Arabia have a constant basis facilitited high-level discussions. Several diplomatic notes have also been exchanged to reach an agreement to bring back home undocumented Ethiopians languishing in various prisons in different regions of Saudi in a reasonable period of time.

      The Ministry of Foreign Affairs took the initiative to arrange a meeting for a discussion with pertinent governmental ministerial offices that are more responsible for the repatriation, reunification, and rehabilitation of returnees and decided to repatriate 1200 returnees per day and 4 days in a week by using 4 chartered flights. With this schedule it is expected to end the repatriation program within 3 months.

      A High-level Ethiopian delegation drawn from various stakeholders and led by State Minister Ambassador Birtukan Ayano, Chair of the National Committee, went to the Kingdom of Saudi Arabia to make a discussion on the issue with high level governmental officials of the Kingdom of Saudi Arabia and simultaneously to visit and arrange necessary preparation of our mission on commencing the repatriation program on April 12,2024.  

      Apart from this, The Ethiopian Government continues to work with various responsible stakeholders to control illegal border crossings of our nationals to Saudi Arabia, especially illegal migration using Yemen as a route. And to achieve this objective, the government of Ethiopia is working with international organizations like IOM, UNHCR and other non-governmental organizations. In addition, the government has been increasing border checkpoints to control the trafficking of migrants and has been working to address the root causes of migration through youth employment and other initiatives by the support of   the Kingdom of Saudi Arabian Government.  

      One of the main strategy in Ethiopia’s foreign policy is citizen-centered diplomacy. So, the government has been working on advancing the welfare of citizens and encouraging regular migration and continues its effort for a safe and dignified repatriation of irregular migrants.

      The Ethiopian Embassy in Nairobi  in collaboration with Kenya Association of Manufacturers organized Trade and Investment Promotion Forum at the Embassy’s Premises, on 4th April 2024. The forum is attended by 35 companies operating in Kenya.  

      In his opening remarks, Gen. Bacha Debele, Ambassador Extraordinary and Plenipotentiary of the Federal Democratic Republic of Ethiopia to the Republic of Kenya, welcomed the participants. He recalled the long standing and friendly political and diplomatic relations that existed for the last sixty years between Ethiopia and Kenya. He also noted that their economic relations have remained far behind compared to the vast trade, investment, and tourism opportunities the two countries have to offer each other.

      The Ambassador pointed out that the recent resumption of Ethiopia’s supply of electricity to Kenya and Safaricom’s investment in Ethiopia, has significantly improved the two nations’ economic ties. He also stated that the seven MoUs signed during the 36th Ethio-Kenya Joint Ministerial Commission held in Addis Ababa from 19 to 21 February 2024, as well as the recent state visit of Prime Minister Abiy Ahmed to Kenya, are the significant steps to further  strengthen the two nations’ bilateral relations. 

      Representing Kenya Association of Manufacturers (KAM) Joyce Njogu, Head of the Consulting and Business Development of the Association, appreciated the Embassy for  hosting  the Forum  and  working closely  with KAM  for  success of the Forum.  The Forum, shed noted,  will increase the awareness of participants on trade and investment opportunities available in Ethiopia. She also stressed that the trade and investment mission to Ethiopia will strengthen trade cooperation between Kenya and Ethiopia. 

      Deputy Head of Mission of Ethiopian Embassy in Kenya Amb. Workalemahu Desta, presented to the participants investment and trade opportunities in Ethiopia. In the presentation, he covered the investment and trade opportunities in various sectors; investment incentives, the flow of foreign direct investment to Ethiopia, development of industrial parks and other related issues. During the forum, participants gave comments and raised questions related to investment and trade environment in Ethiopia and the questions were addressed accordingly.

      On Wednesday (April 03), Prime Minister Abiy Ahmed chaired the 28th Ordinary Session of the Council of Ministers. The ordinary session, among others, deliberated and passed a bill on medium-term macroeconomic and fiscal framework for 2017-2021 EFC and tabled a bill on value added tax to the parliament for approval.

      Premiere Abiy on Monday (April 01) held discussions with political parties with the aim of soliciting feedback and critiques of undertakings in recent years, identifying necessary corrections and adjustments for policy input, and determining the type of cooperation needed moving forward.

      On Saturday (March 30), the Prime Minister toured the West Omo Zone of the South West Ethiopia Regional State and had an audience with community representatives, as part of the series of discussions he recently held with various constituencies over the past weeks.

      On Thursday (April 04), PM Abiy presided over a gathering of youth engaged in the tech and innovation sector to cultivate and environment conducive to youth entrepreneurship, fostering innovative problem-solving businesses under the rubric of “Startup Ethiopia.” Recognizing the youth as the nation’s engines brimming with innovative ideas, policy support for the ecosystem is vital to translate these ideas into reality, the PM later stated. 

      Minister of Foreign Affairs, Ambassador Taye Atske-Selassie, on Thursday briefed the Addis-based diplomatic corps on the city’s ambitious Smart City Project including the Addis Ababa corridor development project. Addis Ababa Roads Authority Director-General Engineer Moges Tibebu on the occasion delivered a keynote presentation on the Addis Ababa City Corridor Development.

      Foreign Minister Ambassador Taye on Wednesday evening (April 03) hosted an Iftar dinner for the diplomatic corps and representatives for various regional and international organizations based in Addis Ababa.

      State Minister for Political and Economic Diplomacy of the Ministry of Foreign Affairs, Ambassador Mesganu Arga, conferred on Monday (April 01) with a high-level United States delegation led by Chief of Staff of Senate Foreign Relations Committee, Damian Murphy, on bilateral issues of mutual interest including the current state of the implementation of the Pretoria Peace Agreement.

      State Minister Ambassador Mesganu hosted at his office on Wednesday (April 03) a senior ministerial delegation led by Puntland’s Minister of Finance, Mohammed Farah Mohammed and discussed potential areas of cooperation in the fields of trade, investment, energy cooperation, and joint infrastructure projects to bolster and broaden the ties between the two sides.

      President Isaias Afwerki, on Tuesday (April 02) conferred with a delegation led by Deputy Commander-in-Chief of Russian Navy, Vice Admiral Vladimir Kasatonov, in the Port City of Massawa, on further expediting bilateral ties outlined in St. Petersburg at Africa-Russia Summit, the Ministry of Information disclosed.

      Kenya  

      President William Samoei Ruto on Wednesday (April 03) embarked on a State Visit to the West African country of Ghana. During his visit met with President Nana Akufo-Addo and discussed ways of further enhancing cooperation bilateral, regional and international fora. President Ruto with Ghanaian counterpart also bore witness to the signing of seven (7) bilateral agreements aimed at enhancing bilateral relations between the two countries, State House Kenya announced. During a State Banquet in honour of visiting President Ruto at the Golden Jubilee House in the Capital Accra President Akufo-Addo conferred on his Kenyan counterpart the country’s highest honour, The Companion of the Order of the Star of the Volta.

      Prime Cabinet Secretary and Cabinet Secretary for Foreign and Diaspora Affairs, Musalia Mudavadi, during the second session of the Kenya-Ghana Joint Permanent Commission for Cooperation (JPCC) on Tuesday (April 02), ahead of President Ruto’s State Visit, the Ministry of Foreign and Diaspora Affairs disclosed, reiterated his country’s commitment further cementing diplomatic ties with the West African nation. 

      Cabinet Secretary for Interior and National Administration, Kithure Kindiki, on Tuesday (April 02) chaired the 1st National Border Management Conference in the Capital Nairobi under the theme “Building on Coordination and Moving Towards Integration.” Attended by participants from Kenya’s frontier states including Ethiopia, the high-level conference was jointly hosted by Border Management Secretariat of Kenya and IOM Kenya Office.

      Somalia

      Villa Somalia announced on Tuesday (April 02), President Hassan Sheikh Mohamoud, paid official visit to Saudi Arabia upon the invitation of Crown Prince and Prime Minister Mohammed bin Salman Al Saud. The leaders, the dispatched disclosed, discussed the need for strengthening the diplomatic relationship between the two states in the areas of security and trade.

      Prime Minister Hamza Barre on Thursday morning (April 04) chaired a cabinet meeting. The session endorsed the appointment for the third time of Abdullahi Mohamed Ali “Sanbalolshe” to head the nation’s spy agency, National Intelligence Security Agency (NISA), following the resignation of incumbent Mahad Salad, local media sources reported.

      South Sudan

      President Salva Kiir Mayardiit on Wednesday (April 03) inaugurated the first session of the Transitional National Legislative Assembly (TNLA), commonly known as August House. During the session, President Kiir told parliamentarians that the Air Traffic Control System has been completed and would soon be commissioned, subsequently allowing the country to take over control of its airspace and registration of airlines and collection of taxes, Office of the President revealed. 

      Africa and the African Union

      The African Union Commission (AUC), in collaboration with the Government of Kenya, organised the 14thMeeting of the African Task Force on Food and Nutrition Development (ATFFND) and the Regional Economic Communities’ (RECs) Consultation in Mombasa, Kenya from 2 to 5 April 2024 under the theme, Collaborating for Effective Implementation of the African Union Nutrition Policies and Strategies.

      President of the African Space Council and Head of the Science, Technology, and Space Division at the African Union Commission (AUC), Dr Tidiane Ouattara, during the 2024 NewSpace Africa Conference (02-05 April) in the Angolan Capital Luanda presented a status update on the African Outer Space Programme. In his presentation, the President underscored the Outer Space Programme as a flagship programme of the African Union envisioned for an integrated, prosperous, and peaceful utilisation of space technologies and applications in Africa. 

      On Thursday morning (April 04), Burundi deposited the instruments of ratification of the Constitution and Convention of the ATU at the Nairobi-based Headquarters of the African Telecommunications Union (ATU) headquarters in Nairobi, Kenya becoming among the 30 out of 52 African countries ATU represents.


      Appraisal of Prime Minister Abiy Ahmed’s Sixth Year in Office

      On 02 April 2018, in an exceptionally peaceful transfer of power in modern Ethiopian history, Dr. Abiy Ahmed Ali, at the age of 42 was sworn in as the third Prime Minister of Ethiopia. He took over from his predecessor, Hailemariam Dessalegn Boshe. Speaking after the swearing-in ceremony at the House of Peoples’ Representatives on this particular day, Abiy declared, “today is a historic day as we bear witness to a peaceful transfer of power.” He echoed further, “taking lessons from our mistakes, we should work to bring about political stability, build a better and united Ethiopia.” 

      With the coming to power of the young prime minister, the Nation was on a path to “A New Horizon of Hope” that boasted of fast-tracking the country’s economic growth through a series of “home-grown” solutions, fostering a democratic political culture and national consensus, combatting corruption and ensuring the participation of opposition political parties in exile and diaspora in the political and economic landscape that has been undergoing pivotal reforms. 

      As the establishment and the Nation at large celebrates the prime minister’s sixth year in office, it is of utmost importance to appraise some of his administration’s key achievements in the fields of diplomacy and foreign relations. In this regard, PM Abiy played among others, a key role in further entrenching Ethiopia’s role as a key player in regional, continental and global fora whilst championing pan-African ideals and the universal principles of equality and mutual interest that govern a civilized society.

      With these noble initiatives in place, the Premiere mobilised Ethiopians to rally behind the urgent need to mend ties with neighbouring Eritrea, resonating the perennial fact that the two brotherly peoples are “intertwined not only through shared interests but also bound by blood.” In just less than three months, Prime Minister Abiy embarked on a momentous visit to Asmara and worked for the signing of the 2018 Ethio-Eritrean Peace deal that sustainably ended the two-decades long “No Peace, No War” stalemate between the two countries. The signing of the peace deal lauded by the international community, resulted in the shredding of the black curtain between the two countries, once and for all. For this feat and other key achievements in peace and international cooperation, the Nobel Prize Committee awarded him the Nobel Peace Prize 2019 for “his decisive initiative to resolve the border conflict with neighbouring Eritrea.” 

      In the same token, Premiere Abiy rehashed Ethiopia’s continued commitment to regional peace and security as well as shared development and prosperity. The relation among States of the Horn is, Abiy noted, a unique relationship between one and the same people, living in two sovereign neighbouring countries, whose common destiny is intertwined through a long history of fraternity, mutual trust, respect and strategic interests for the benefit of our peoples, the Region and Africa at large.” In this regard, his administration played an exceptionally crucial role in brokering peace in the Sudan by urging the international community to ensure that the peace process is Sudanese-led and Sudanese-owned under the auspices of the IGAD and with the support of the African Union. Especially, his exemplary role as very respectful and dependable mediator while paying due attention to the misfortunes of ordinary citizens and cognizant of the plethora of challenges of the region, caught the attention of the international community. This in turn, gained him recognition and continued boost to ensure peace and stability in the restive Horn of Africa region. 

      Parallel to ensuring peace and security in the region, Prime Minister Abiy also elevated Ethiopia’s status as an anchor of not only peace and stability but also regional economic integration. He once said, “Our relationship has been solidified through time because of the shared vision of the leadership and its unflinching commitment in the path of economic integration.” To bring the People of the region closer to benefit from shared development initiatives, the PM worked tirelessly to reinforce Ethiopia’s stake in regional infrastructural integration projects such as the Lamu Port-South Sudan-Ethiopia (LAPSSET) Corridor Project and the Eastern Africa Electricity Highway Project. In a bid to facilitate Ethiopia’s long overdue access to the sea, the Premiere engaged in a painstaking port diplomacy that could not only guarantee access to the sea but also diversify options for economic and geopolitical imperatives. 

      On another front, under the leadership of Prime Minister also demonstrated the highest degree of a Pan-African outlook in the tripartite negotiations on the Grand Ethiopian Renaissance Dam (GERD). He advocated for conducting the negotiations, albeit the undue pressure from Egypt, under the auspices of the continental body while paying homage to the principles of African Solutions for African Challenges. He diligently asserted Ethiopia’s continued commitment for a win-win outcome that will ensure a “fair and equitable utilization” of the Nile waters “without causing any significant harm.” The GERD negotiations not only Ethiopia’s aspiration for a tripartite diplomatic thaw but also a far bigger commitment to seamlessly connecting the region through energy integration.  PM Abiy also repeatedly lobbied a few up- and downstream Nile riparian states to accede to The Nile Basin Cooperative Framework Agreement (CFA) and implement the provisions prodigiously as “the Nile River Basin will promote integrated management, sustainable development, and harmonious utilization of the water resources of the Basin, as well as their conservation and protection for the benefit of present and future generations.” Par excellence, the GERD project showcases the power of citizen mobilization for national interest, shaping the future of Ethiopia’s development and a true testament to unity and progress.

      Under PM Abiy’s leadership, Ethiopia has also been at the epicentre of Green Diplomacy as envisioned by him in the Green Legacy Initiative (GLI). Green Legacy diplomacy, was aimed at further advancing the integration of the Horn of Africa, particularly through broader environmental and sustainable development initiatives. African Union Commission Chairperson, Moussa Faki Mahamat, lauded the GLI as exemplary initiative that should be emulated by fellow African countries, as the continent continues to face sever challenges borne of climate change, expansive desertification and intermittent drought.

      To further augment the concerted efforts of the Government to serve the interests of the most populous country in the region, the administration spearheaded by PM Abiy, made Ethiopia join the Brazil-Russia-India-China-South Africa (BRICS) bloc in November last year reaffirming Ethiopia’s status as an important country in the South-South cooperation framework. Ethiopia’s membership into the BRICS family at the height of manifold challenges serves as “an important impetus both for Ethiopia and other BRICS members”, the Premiere told parliamentarians during the same time. For Ethiopia, joining BRICS is also an epitome of its ever-expanding influence and capability to promote and protect its national interest in the international system through an inclusive and diversified partnership. 

      At home, to the chagrin of many detractors, the Prime Minister’s leading role and commitment to sustainable peace resulted in the signing of the Permanent Cessation of Hostilities Agreement in November 2022 in Pretoria, South Africa bringing to and end a bloody war that last two years claiming thousands of lives and destroying property and wreaking havoc on the environment. His fingerprints are all over this Ethiopia-owned, AU-facilitated peace deal. 

      On the same, the Premiere’s significant contributions to “rural and economic development” in the country earned the Agricola Award from the United Nations Food and Agriculture Organization (FAO). The conferment of prestigious accolade in January 2024, is an unequivocal recognition of his vision, leadership and commitment to food security and nutrition as well as the pursuit of innovative solutions in wheat self-sufficiency in the context of fast-changing and challenging circumstances.

      Last but not least, Prime Minister Abiy has been at the forefront of restitution diplomacy and inscription of various UNESCO heritage sites. Elevating Ethiopia’s historical role as the largest refugee hosting country in the region was also at the core of the Government’s multifaceted engagements in the realm of humanitarian diplomacy. Taking fellow citizens forward through a rare-combination of committed, ambitious and pragmatic leadership, the Premiere’s administration has helped Ethiopia record remarkable milestones in several areas by transforming political and economic landscapes through home-grown reform measures. 

      “Together we made it possible”: The 13th Anniversary of the Grand Ethiopian Renaissance Dam

      April 1, 2024 marks the 13th anniversary of the laying of the foundation of the Grand Ethiopian Renaissance Dam (GERD) project at Guba, Benishangul-Gumuz Regional State, West of the Capital Addis Ababa. Over the past 13 years, the GERD construction has passed through many stages overcoming countless challenges. Today, the dam is in its final phase with 95.8% complete. The completion of the project promises a big return especially considering that with only two out of thirteen turbines operational, Ethiopia has provided affordable energy for the countries in the region. The slogan for this year’s anniversary, “Together We Made It Possible!”, is a tribute to the near completion of the dam as well as the collective efforts of Ethiopians in achieving this key milestone. 

      The construction of this flagship project was, however, far from being a walk in the park. Since day one, the project has faced immense internal and external challenges. The project implementation was slightly off-track necessitating a high-level intervention to ensure its expedited completion. What is more, from its very inception the project has been subjected to incendiary propaganda and disinformation campaigns that are aimed at blocking financial sources and tying Ethiopia’s hands. There were calls ranging from the construction of the dam to be halted to the size of the dam to be adjusted as per the demands of external actors. The project was wrongly yet deliberately labelled as a source of tension in the region and suggestions were made publicly for the project to be bombed. The United Nations Security Council, in a rather unprecedented manner, made the issue of this development project an agenda and deliberated on the matter. Countless statements were issued condemning the project and characterizing the dam as a serious debacle that will drastically affect peace and security in the region. 

      Overcoming the challenges has been made possible only through the determination of the People and Government of Ethiopia. The reform measures taken by the Government brought the project back on track. Furthermore, a close and high-level follow up and support was crucial in ensuring expedited and accountable construction of the project. Equally, the current achievement is the result of the unwavering support and united efforts of Ethiopians from all walks of life, near and far. It is practically impossible to find a single Ethiopian that has not contributed to the construction of the dam, one way or the other. Financially, as of November 2023, Ethiopians have contributed close to 19 billion Birr for the construction of the dam. Others have rallied behind the immense positive returns of the dam and defended the construction through various platforms. Thousands, especially those living in the Abbay catchment area, have also participated in the massive environmental rehabilitation and conservation efforts, estimated financially to be worth more than 100 billion Ethiopian Birr.  Millions have contributed in many other ways and have proven that Ethiopians are indeed capable of accomplishing such projects despite unwarranted pressures from elsewhere. 

      Throughout this gruelling journey, Ethiopia consistently espoused its long-held position of ensuring equitable and reasonable utilisation of the shared trans-boundary water resources. Indeed, the construction of the dam strictly adheres to these long-held principles. However, noting that downstream countries have concerns on the construction of the dam, Ethiopia initiated trilateral talks on many occasions. Legitimate concerns from downstream countries have been properly addressed. And Ethiopia has further availed itself to address any remaining concerns downstream countries might have by repeatedly showing its commitment for further trilateral talks. Ethiopia’s continued assurances are further solidified with four consecutive and successful dam fillings that caused no harm on the downstream countries. Moreover, the current construction stage refutes all the accusations directed against the dam. 

      Nevertheless, there still remains to be a desire to make Ethiopia give in to unreasonable and selfish demands. Ethiopia has been continuously resisting undue pressures that aim at imposing unrealistic demands that would curtail the equitable utilisation of the current and future generation. As has been stated repeatedly over the past 13 years, the current and future generations of Ethiopia deserve to utilize the shared water resource for development at any point in time. Ethiopia will be guided by these principles in ensuring the completion of this project. And there is no doubt that through the collective efforts of Ethiopians, the dam will soon be completed and starts generating the much-needed electricity in full capacity. 

      Ethiopia Urges Robust Parliamentarian Role to Address Pressing Peace and Stability Issues Worldwide

      A delegation led by the Speaker of the House of Federation, Agegnehu Teshager, participated at the 148thInter-Parliamentary Union /IPU/ Assembly which was held from 23-27 March 2024 in Geneva, Switzerland.

      In his remarks, Speaker Agegnehu emphasised the significance of the 148th IPU assembly for parliamentarians to discuss as a group how parliaments can address the urgent problem of peace and stability worldwide and urged the assembly to take a strong parliamentary role in addressing the issue. He highlighted how crucial it is for lawmakers to be more actively involved in intergovernmental initiatives that promote regional, global, and domestic peace and security.

      He upheld the relevance and timing of the Assembly’s theme, “Parliamentary Diplomacy: Building Bridges for Peace and Understanding,” stating that it comes at a very perilous moment when the state of peace in the world is confronting an existential crisis. He brought up the numerous issues that are still present today and that have severely impacted peace in the Middle East, Africa, and other regions of the world, emphasising the need for lawmakers to get involved in order to address the problem.

      He stressed the need for modernising the current global governance framework in relation to political polarisation. He stated that in order to effectively promote peace and stability, avert violence, and find peaceful solutions, legislators must push for a new, inclusive, and balanced international framework that takes into account the realities of the modern world. 

      He further highlighted the importance of parliamentarians taking on social issues like economic disparity and social injustice that fuel political divisiveness and bolstering the autonomy of institutions like the judiciary and media.

      In addition to ratifying treaties and agreements, the speaker urged members of parliaments to place a high priority on advancing economic integration and supporting parliamentary diplomacy, dialogue, and cooperation in order to support global peace and stability, particularly in the Horn of Africa.

      The Speaker also briefed the assembly on Ethiopia’s incessant efforts in bringing peace and security in the Horn of Africa region. In this regard, he mentioned Ethiopia’s flagship economic project including the Grand Ethiopian Renaissance Dam (GERD) role in regional economic integration and underscores Ethiopia’s firm commitment in prompting win-win partnership in the region.

      He also gave an overview of Ethiopia’s efforts to bring about long-lasting peace at home, citing the two-year conflict in northern Ethiopia that came to an end with the Permanent Cession of Hospitalities Agreement(COHA) signed in Pretoria in November 2022. He claimed that the peace agreement is evidence that African approaches and pearls of wisdom can be used to resolve conflicts throughout the continent.

      He further gave a briefing on the National Dialogue Commission’s preparations for conducting consultations and dialogues on important national issues as well as Ethiopia’s flagship transitional justice policy, which is thought to have contributed to the nation’s long-term peace, justice reconciliation, and accountability.

      At the end of the deliberations, the Assembly came out with the Geneva Declaration On Parliamentary Diplomacy: Building Bridges For Peace And Understanding, a resolution- addressing the social and humanitarian impact of autonomous weapon systems and artificial intelligence, a Resolution – Partnerships for climate action: Promoting access to affordable green energy, and ensuring innovation, responsibility and equity, Motion – Reform of the United Nations Security Council, and IPU Leadership Statement on the situation in Gaza.

      At the margin of the 148th of the Inter-Parliamentary Union /IPU/ Assembly held in Geneva, the Ethiopian delegation also participated in the joint meeting of heads of BRICS parliamentary delegations chaired by Russia. In order to achieve the BRICS parliamentary aims and goals, Ethiopia reiterated its commitment to strengthening the body.

      The Ethiopian delegation which was led by Honourable Agegnehu Teshager, Speaker of the house of Federation of the FDR of Ethiopia, also included Chief Government Whip at the House of Peoples’ Representatives Honourable Tesfaye Beljige and the Chief of the Permanent Mission of the FDR of Ethiopia at Geneva, Ambassador Tsegab Kibebew.

      Africa and the African Union

      The Chairperson of the African Union Commission, Moussa Faki Mahamat, in communique dispatched on Thursday (March 28) congratulated the President-Elect of Senegal Bassirou Diomaye Faye on his election victory and wished him success during his tenure. He also assured the President-Elect of AU’s solidarity with the great Senegalese people.

      The African Union Commission (AUC) together with the International Organization for Migration (IOM) on Tuesday (March 26) launched the 2nd Edition of the Africa Migration Report in Geneva, Switzerland. The AUC said, asserting and painting a true picture on Africa Migration narrative is a preoccupation for the African Union and actors that actively lead migration discourse in Africa.   The new report that focuses on “Connecting the threads: Linking policy, practice & the welfare of the African migrant” disclosed that migration has remained predominantly within the continent, as opposed to outside of Africa.

      The African Union in partnership with AfriLabs on Thursday (March 28) announced the launch of AU Tech 2.0, the second edition of the Tech Fellowship Initiative that is poised to build upon the successes of its predecessor to further harness technology and innovation for socio-economic development across the continent. AfriLabs noted, the initiative stems from the AU’s endorsement of the Digital Transformation Strategy for Africa (DTS) during its 36th Ordinary Session of the Executive Council, which aims at leveraging digital technologies to promote integration, economic growth, job creation, and poverty eradication, provides the foundation for initiatives like AU Tech 2.0.

      On Monday (March 25, the African Union in collaboration with the European Union launched a dashboard dubbed the ‘Dashboard of Initiatives to help coordinate innovation efforts and investment in environmental sustainability, health and technology in line with the 2023 Joint Innovation Agenda towards implementing shared vision for 2030.

      Ethiopia

      President Sahle-Work Zewdie took part in the three-day (19-21 March 2024) 2024 Women Political Leaders Summit held in Athens, Greece under the theme “Democracy for the 21st Century”. President Sahle-Work delivered remarks during the Summit and reiterated the need for bringing more women to positions of leadership (See Article). 

      President Sahle-Work on Wednesday took part in the celebration of World Down Syndrome Day organized by the Deborah Foundation. The Head of State addressed the participants of the event themed “End the stereotype” and said “Many of our problems are not the wraths of God… citizens with down syndrome can achieve their dreams if supported.”

      Prime Minister Abiy Ahmed, on Monday morning (March 25) received at his office the Director General of Internal Security Bureau (ISB) of South Sudan, General Akol Koor Kuc and discussed shared goals for fostering stability and development in the Horn region.

      On Tuesday (March 26), Premiere Abiy took part in the Digital Ethiopia 2025 Mid-Term Review in the Capital Addis Ababa and reiterated the importance of the technology systems developed by the Government geared towards benefiting citizens. He said, “We have made significant strides as a nation since beginning our digital transformation journey. Digital Ethiopia 2025 empowers us to thrive in the digital economy, necessitating support for innovators and the creation of digital enablers. “

      As part of the series of public consultations on burning issues of the different sections of society, PM Abiy on Thursday (March 28) met with women representatives from all corners of the country and underscored the multifaceted roles Ethiopian women play in our society. 

      Deputy Prime Minister Temesgen Tiruneh presided over the launching ceremony of the national #BeatPollution campaign. In his opening remarks, the DPM said, “living in harmony with nature key to alleviate poverty” and that “we can win the fight against poverty by protecting our environment!” 

      Minister of Foreign Affairs, Ambassador Taye Atske-Selassie, on Monday (March 25) conferred with Maltese Minister of Foreign, European Affairs and Trade, Ian Borg and discussed on ways of further enhancing diplomatic ties and foster cooperation between the two nations. They also exchanged views on issues of common concern.

      On Wednesday (March 27), Foreign Minister Ambassador Taye held bilateral talks with Chinese Special Envoy for the Horn of Africa Ambassador Xue Bing on various issues of mutual interest including the current state of relations accentuated by the All-Weather Partnership Agreement. They also discussed the upcoming China-Horn of Africa Peace Conference and Forum of China Africa Cooperation (FOCAC) meeting which are scheduled to be be held coming June and September of this year in Beijing, China (See Article).

      FM Ambassador Taye received at his office on Wednesday afternoon (March 27) members of the AU High-Level Panel on the Sudan (HLP-Sudan) led by the AU High Representative for Silencing the Guns Muhammed Ibn Chambas and reiterated the critical need for a Sudanese-owned and AU-led peace process in the Horn of African country.

      During a forum held in Addis Ababa under the theme “Regional Peace and Solidarity for Sustainable Economic Integration”, Minister of Peace Binalf Andualem in his opening remarks stated, bolstering regional peace and security is critical to economic integration. As such, he said, building and maintaining peace and stability is necessary for successful regional integration. The forum was jointly organized by the Ministry of Peace and the Ethiopian News Agency (ENA). 

      State Minister for Resources and Services at the Ministry of Foreign Affairs, Ambassador Birtukan Ayano held discussions on Wednesday (March 27) with US Assistant Secretary of State for Consular Affairs, Ambassador Rena Bitter on an array of consular issues including the issuance of visas, and other consular services in both countries. They also agreed to strengthen cooperation in consular affairs and other related issues.

      State Minister for Foreign Affairs, Ambassador Mesganu Arga on Tuesday (March 26) met at his office with the Assistant Secretary at the Bureau of Conflict and Stabilization Operations at the U.S. Department of StateAnne Witkowsky and discussed bilateral, regional and multilateral issues of mutual interest. The officials highlighted the longstanding bilateral relations and the importance of reviewing bilateral engagements to expand economic cooperation.

      The newly-appointed Commissioner of the National Rehabilitation Commission (NRC), Temesgen Tilahun, assumed office on Monday (March 25) succeeding Ambassador Teshome Toga. The NRC, established by the Council of Ministers through Regulation No. 525/2022, is a commission tasked with coordinating post-war disarmament, demobilization and rehabilitation of ex-combatants, especially, in light of the signing of the Pretoria Peace Accord in November 2022. 

      During an interview with ENA, Ambassador of the Netherlands in Addis Ababa, Henk Jan Bakker said, Dutch investment in Ethiopia has surpassed one billion US Dollars, with particularly significant contributions in the horticulture and floral industries.

      Kenya  

      President William Samoei Ruto on Thursday (March 28) appointed former Army Commander Lazarus Sumbeiywo as the Chief Mediator for the South Sudan Mediation Peace Process upon the request of President Salva Kiir of South Sudan, State House Nairobi revealed. Concurrently, President Ruto appointed Ambassador Mohammed Ali Guyo as the Assistant Mediator.

      Prime Cabinet Secretary and Cabinet Secretary for Foreign and Diaspora Affairs, Musalia Mudavadi, met with Hungarian Minister of Foreign Affairs and Trade Péter Szijjártó on Wednesday (March 27) during the latter’s official visit to Kenya. Musalia disclosed on social media, the bilateral discussions centred on exploring new opportunities to strengthen our relations that spanned six decades. PCS and CS Mudavadi said, Kenya looks forward to enhanced partnership in advancing peaceful use of nuclear energy, especially through the implementation of the MoU on capacity building in nuclear energy signed on the same day.

      Somalia

      The UK Foreign, Commonwealth and Development Office (FCDO) on Tuesday (March 26) issued an updated travel advisory on Somalia warning UK nationals “against all travel to Somalia, including the 3 eastern regions of Somaliland – Togdheer, Sanaag and Sool – and excluding the 3 western regions of Somaliland – Awdal, Maroodijeh and Sahil.” “This is due to the threat from terrorist groups and continuing violence,” the travel advisory point out. 

      The bicameral House consisting of an Upper House (Senate) and a Lower House (House of the People) concluded on Saturday (March 24) the debates on the first four chapters of the proposed amendments to the constitution during the 29th session of the House in the Capital Mogadishu. Former Presidents Sharif Sheikh Ahmed and Mohamed Abdullahi Mohamed “Farmajo” and Sheikh Aden Mohamed Nor Madobe, the Speaker of the Lower House, were among the participants of the session.

      South Sudan

      President Salva Kiir Mayardiit on Monday (March 25) conferred with DR Congo counterpart Felix Tshisekedi in Kinshasa on peace and stability situation in the Great Lakes region, particularly in Eastern DRC. According to the Office of President Kiir, the two leaders “called for urgent adherence to the Nairobi and Luanda peace processes, initiated by the EAC and AU, respectively, in order to restore peace and stability in the region.” Similarly, President Kiir also travelled to Luanda, Angola to meet with President João Manuel Lourenço on issues facing the region.

      On Thursday (March 28), President Kiir met at his office with the Executive Secretary of the Intergovernmental Authority on Development (IGAD), Workneh Gebeyehu, to discuss the pressing regional and national issues that are affecting the Horn of Africa region and to exchange views on how to collaborate closely to address the Sudan crisis and restore stability in the troubled nation.


      President Sahle-Work Addresses the Women Political Leaders Summit in Greece

      The President of the Federal Democratic Republic of Ethiopia, Sahle-Work Zewdie, addressed the 2024 edition of the Women Political Leaders (WPL) Summit held in Greece Capital, Athens under the theme “Democracy for the 21st Century” from 19 to 21 March 2024. The Summit was spearheaded by the astute leadership of Greece President Katerina Sakellaropoulou.

      In her keynote address at the 2024 WPL Summit at the NJV Athens Plaza Hotel on Wednesday (March 20), President Sahle-Work said, more representative parliaments would help bolster democratic institutions. “The current narrative is that we are in an era of democratic backsliding,” she added. President Sahle-Work told participants, “When democracy is under threat, it will have a negative impact on women” and called upon women around the world to rise up and “change the nature of power but not power to change the nature of women.” 

      The Head of State further stressed the fact that “Women constitute the majority of the electorate…we are contributing, in a substantive manner, to bringing men to power.” She echoed, “There needs to be a proportional representation in our parliaments for inclusivity… There is a need for women to be at the table of power.” Despite significant progress, men remain largely overrepresented in political leadership, President Sahle-Work stated in her keynote address.

      The first and incumbent President of Ethiopia is the recipient of the WPL Trailblazer Awards 2023 presented to her during the WPL Summit Brussels. The WPL Trailblazer Award is presented to incumbent and former women Presidents and Prime Ministers for breaking political glass ceilings and reaching the highest echelon of political leadership.

      On March 27, 2024, Minister of Foreign Affairs of Ethiopia, Ambassador Taye Atske-Selassie received at his office and engaged in fruitful discussions with the Special Envoy for the Horn of Africa Affairs of the Ministry of Foreign Affairs of China Xue Bing. The meeting explored bilateral, regional, and multilateral issues of common interests.

      Ambassador Taye reaffirmed Ethiopia’s unwavering commitment to realizing the newly forged All-Weather Strategic Partnership with China. The Foreign Minister also expressed gratitude for China’s ongoing support across various sectors of Ethiopia’s development endeavours and lauded its constructive role in addressing security, development, and governance challenges across Africa.

      The relationship between Ethiopia and China has recently evolved to an unprecedented level, transitioning from a Comprehensive Strategic Cooperative Partnership to an All-Weather Strategic Partnership. This elevation underscores a significant milestone, fostering mutual political trust and paving the way for increased cooperation on strategic goals for mutual benefit. Furthermore, it enables collaborative efforts on regional and international platforms to advance shared interests. 

      The discussion also touched upon the upcoming 2024 Forum on China-Africa Cooperation (FOCAC) Summit, slated for September in Beijing. The Special Envoy emphasized the far-reaching impact of the Africa-China partnership on global governance, diplomacy, and economy, extending beyond the borders of both China and Africa to benefit the global community. A high-level Ethiopian delegation is poised to participate in the upcoming summit at the highest level, to reflect the nation’s profound commitment to the partnership.

      Additionally, attention was drawn to the Second China-Horn of Africa Peace, Governance, and Development Conference, scheduled for June 2024 in China. This conference underscores China’s commitment to fostering peace, regional development cooperation, and good governance in the Horn of Africa. Ethiopia, alongside seven other Eastern African countries, as well as the African Union and Inter-Governmental Authority on Development (IGAD), will actively participate in this significant event.

      Foreign Minister Taye also stressed Ethiopia’s strong support for China’s Initiative of Peaceful Development in the Horn of Africa, recognizing it as a testament to China’s constructive role in the promotion of sustainable peace, development and governance. Ethiopia stands ready to collaborate with China to continue implementing this initiative, contributing to the long-term peace, stability, and development, prosperity of the Horn of Africa region. 

      It is to be recalled that the first China-Horn of Africa Peace, Governance and Development Conference was held in Addis Ababa in June 2022, and it was co-hosted by Ethiopia and China.

      Generally stating, the discussions underscored Ethiopia’s keenness to actively participate in the upcoming FOCAC Summit and the 2nd China-Horn of Africa Peace, Governance, and Development Conference and to further solidify the strong and enduring partnership between the two countries.

      The African Union announced on Monday (March 18) that the Pan-African Parliament (PAP), as part of the Extraordinary Session of the Sixth Parliament Of the Pan-African Parliament scheduled for 20-27 March 2024 at its Headquarters in Midrand, South Africa, will hold elections for members of the Bureau on the 25 March 2024 including President, First Vice President, and Fourth Vice President, positions which fell vacant following elections and unconstitutional changes of government in some of the African Union Member States.

      The Singapore-based social media firm, TikTok on Tuesday (March 29) announced its partnership with the African Union Commission’s Women, Gender, and Youth Directorate (WGYD) to raise online safety awareness among youth and parents across the continent through the continent-wide #SaferTogether Campaign, aimed at reaching out to and educating the youth, parents, educators and community leaders, among others, on online safety through its app and on-ground activities. The Campaign officially launched in Accra, Ghana on 14 March 2024 at the inaugural TikTok Safer Internet Summit.

      Speaking on Tuesday (March 19) on behalf of AUC Commissioner Moussa Faki Mahamat at the Second African Union Reflection Forum on Unconstitutional Change of Governments (UCGS) in Accra, Ghana, AU Commissioner for Political Affairs, Peace and Security (PAPS), Ambassador Bankole Adeoye called upon participants to “embrace stable democratic dispensations that will respond adequately to the will and voice of the African people and by this, we can foster good and effective governance. “

      The African Union Development Agency-NEPAD on Tuesday (March 19) signed a Memorandum of Understanding with California-based tech giant, Meta Platforms, Inc., to tap into Africa’s collective potential and to drive positive change by harnessing the potential of Artificial Intelligence (AI) and digital technologies to cascade innovation across the continent. AUDA-NEPAD said, the partnership will support key AU strategies such as The Digital Transformation Strategy for Africa (2020-2030) and the African Union Artificial Intelligence Roadmap. The MoU was signed by AUDA-NEPAD CEO Nardos Bekele-Thomas and Meta Global Affairs President Nick Clegg.

      Ethiopia

      Prime Minister Abiy Ahmed on Tuesday (March 19) engaged in discussions with leaders of the Ethiopian Islamic Affairs Supreme Council and fathers from various regions on pertinent issues and later hosted them for an Iftar program. Similarly, the Premiere graciously treated refugees from various countries and low-income sections of society residing Addis Ababa to Iftar dinner, on Wednesday (March 20) and Thursday (March 21), respectively.

      The national Joint Security and Intelligence Taskforce (JSITF) during a consultative meeting held on Wednesday (March 20) inaugurated national-level committee to resolved border disputes in the contested areas bordering Amhara and Tigray regional states. The meeting was attended by Deputy Prime Minister Temesgen Tiruneh, National Intelligence and Security Service (NISS) Director-General Ambassador Redwan Hussein, Presidents of Amhara and Tigray Interim Administration, Arega Kebede and Getachew Reda, respectively, among others. 

      Minister of Foreign Affairs Ambassador Taye Atske-Selassie together with his Swiss counterpart Ignazio Cassis co-chaired a bilateral meeting at the Sheraton Addis Hotel and discussed bilateral, regional, and multilateral issues of mutual interest. They later engaged in a joint press conference with the media corps to highlight major takeaways of the high-level deliberations. On Tuesday (March 19), the Foreign Ministers laid a cornerstone for the new Embassy of Switzerland to be built in Addis Ababa (See Article).

      State Minister at the Ministry of Foreign Affairs, Ambassador Birtukan Ayano met on Tuesday (March 19) at her office with U.S. Assistant Secretary for the Bureau of Population, Refugees and Migration, Ambassador Julieta Valls Noyes and discussed cooperation on education, refugees, climate change and other international matters of mutual interest to Ethiopia and the United States (See Article).

      State Minister Ambassador and Chair of the National Committee for the Repatriation of Nationals from Saudi Araba, on Thursday (March 21), announced that the third phase of the repatriation of 70 thousand Ethiopians, who are bearing the brunt of an array of insufferable conditions in Saudi Araba, will commence in a fortnight.

      Ethiopian Ambassador Extraordinary and Plenipotentiary Nebil Mahdi conferred with the Minister of Foreign Affairs and International Cooperation of South Sudan James Pitia Morgan on ways of enhancing bilateral relations between the two countries. They also discussed on expediting the upcoming Joint Border Administrators and Commissioners’ and Joint Ministerial Commission meetings to further cement multifaceted ties.

      During a bilateral meeting with Greece Minister of Foreign Affairs of Greece, Alexandra Papadopoulou in Athens on Monday (March 18), Ethiopian Ambassador to Italy, Demitu Hambisa stressed Ethiopia’s keenness to further enhance longstanding diplomatic relations between Ethiopia and the southeastern European country in the areas of trade, tourism, investment and education. DFM Papadopoulou expressed her country’s readiness to bolster the historical relations. 

      The U.S. Embassy in Addis Ababa on Tuesday (March 19) disclosed that U.S. Global AIDS Coordinator and Senior Bureau Official for Global Health Security and Diplomacy for Health Diplomacy Ambassador Dr. John N. Nkengasong announced on Monday (March 18) the approval of USD 111 million Country Operational Plan 2023 (COP23) through the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) program to support Ethiopia’s continued response to end HIV/AIDS as a public health threat by 2030. The virtual inaugural event was attended by Minister of Health Dr. Mekdes Daba and U.S. Ambassador to Ethiopia Ervin Jose Massinga.

      Newly appointed Spokesperson of the Ministry of Foreign Affairs, Nebiyu Tedla, gave the Bi-Weekly Press Briefing of the Ministry to local and Addis-based international media corps on Thursday (March 21). In his presser, Nebiyu told reporters that, Addis Ababa at the moment is the seat of 134 diplomatic missions and various regional and international organisations, a testament to perennial significance of the nation’s Capital as the third largest diplomatic hub of the world, only preceded by New York and Geneva.

      Safaricom Ethiopia on Wednesday (March 20) announced that it has reached an agreement with South Africa-based digital transaction company, Onafriq, to facilitate remittance flows in Ethiopia thereby enabling users to receive inbound remittances through the telecom firm’s mobile money platform M-PESA.

      Djibouti

      President Ismail Omar Guelleh on Wednesday (March 20) received at the Palais de la République, the Foreign Minister of Switzerland, Ignazio Cassis and held bilateral discussion on further strengthening economic, commercial, tourism, scientific cooperation, as well as cooperation in peace and regional stability. The Presidency stated that this is the first visit by a member of the Swiss Government to the Horn of African country.

      Minister of Foreign Affairs and International Cooperation Mahamoud Ali Youssouf met with the new U.S. Special Envoy to Sudan Tom Perriello on Monday (March 18) and discussed the crisis in Sudan and working with Sudan stakeholders to bring about a cessation of hostilities.

      Djiboutian Dr. Ayan Mahamoud was appointed on Tuesday (March 19) as the Head of Partnership and Resource Mobilization for the Intergovernmental Authority on Development (IGAD).

      Eritrea

      President Isaias Afwerki held bilateral talks with Somalia counterpart Hassan Sheikh Mohamud in Asmara on Monday (March 18) on enhancing bilateral, regional and international partnership, during the latter’s two-day (17-18 March) working visit to Eritrea upon the invitation of President Isaias.

      Kenya  

      President William Samoei Ruto during a meeting with Facebook President of Global Affairs, Nick Clegg, at the State House Nairobi on Monday (March 18) revealed that Kenyans will begin monetizing their content on Facebook and Instagram by June this year, making the East African country one of the few countries in the continent enjoying the feature. President Ruto said, “We are banking on the digital space to create jobs for the millions of jobless youths in our country.”

      Prime Cabinet Secretary and Cabinet Secretary for Foreign and Diaspora Affairs Wycliffe Musalia Mudavadi on Friday (March 15) on the leg of the 22nd Extraordinary Session of the Executive Council of the African Union welcomed the Council’s unanimous decision to nominate a candidate for the position of the AUC Chairperson from the Eastern Africa region. Office of the Prime Cabinet Secretary later announced in a press release, “It is now clear that …Hon. Raila Odinga will be in the race for the AU Commission Chairperson,” and “Effectively, there are no more technical or legal hurdles preventing Kenya from submitting its candidate.

      In a column published in Business Daily Africa on Wednesday (March 20), Swiss Foreign Minister Ignazio Cassis reflecting on the 60th anniversary of Swiss-Kenyan ties said, “As we develop Switzerland’s Africa Strategy for 2025-2028, this visit allows me to gather insights while highlighting Kenya’s increasing significance on the global stage, especially for the economy, regional security and democracy.” FM Cassis added, “Kenya’s emergence as a hub for fintech startups has captured the attention of Switzerland, one of the leading financial centres in the world.

      Virgin Atlantic and Kenya Airways on Tuesday (March 19) announced a new codeshare that boasts of providing Virgin passengers greater access to flights from London-Heathrow (LHR) to Nairobi and via connecting flights to other destinations across East Africa.  The agreement will also enable Kenya Airways customers to connect seamlessly on Virgin flights from London-Heathrow and heading to Virgin destinations in the United States and the Caribbean. Both carriers are members of the SkyTeam alliance. 

      Somalia

      President Hassan Sheikh Mohamoud, upon being invited by Eritrean counterpart, paid a two-day (17-18 March) working visit to Eritrea. During his visit, President Mohamud discussed with President Isaias on ways of further scaling up defence cooperation as well as working closely on regional peace and stability.

      Female Members of Parliament voiced their utter frustration over the lack of political will to include a 30 per cent women quota in the constitutional amendments. A heated debate on the proposed Provisional Constitution is raging. Women activists such as MP Ifrah Naaleeye during a presser on Monday (March 18) stressed the non-conducive political environment, characterized by male leaders promoting male candidates and violence and discrimination targeting women activists.

      South Sudan

      President Salva Kiir Mayardiit on Monday (March 18) presided over the swearing-in ceremony of the newly appointed Minister of Finance and Planning Awou Daniel Chuang at Office of the President in the Capital Juba. On the occasion, President Kiir instructed incoming Finance Minister Daniel and Central Bank Governor, Dr. James Alic Garang, to urgently curb the economic inflation facing the country. 

      The Intergovernmental Authority on Development (IGAD) announced on Monday the appointment of South Sudanese Dr Victoria Anib as the Head of its Social Development Unit.

      Sudan

      Director of Operations and Advocacy of the UN Office for the Coordination of Humanitarian Affairs (UNOCHA), Edem Wosornu, while briefing the UN Security Council on Wednesday (March 20) on behalf UN Under-Secretary General for Humanitarian Affairs and Emergency Relief Coordinator Martin Griffiths said, due to the ongoing war “By all measures – the sheer scale of humanitarian needs, the numbers of people displaced and facing hunger – Sudan is one of the worst humanitarian disasters in recent memory.” She mentioned, the fight has already precipitated the world’s largest internal displacement crisis with 6.5 million people internally displaced and additional 1.8 million people seeking refuge in neighbouring countries.

      A delegation from the mainstream Democratic Unionist Party (DUP) met with the Chairman of the Sudanese Sovereignty Council, in Port Sudan on Tuesday (March 19) local media reported. DPU Deputy Chairman Jafar Al-Sadiq Al-Mirghani speaking of the meeting told local media, “We discussed various issues, including the country’s security status, … and ongoing developments.


      Premiere Abiy’s Public Consultations Signify the Government’s Commitment to upholding home-grown solutions to facilitate nationwide dialogue

      Over the span of the past couple of weeks, Prime Minister Abiy Ahmed, presided over a cascade of public consultations with representatives of the various regional states and leaders of the major religions in the country. The Premiere throughout the series of discussions with the zonal community representatives and religious elders and fathers listened to the concerns of the public on the need to address matters of importance to them including peace, development and gradually, prosperity. 

      Accordingly, PM Abiy met with representatives from the various zones in Amhara, Somali, Afar, Harari, Gambella, Benishangul-Gumuz South West, Central, South, Sidama and Tigray regional states as well as Dire Dawa and Addis Ababa Cities. In the same token, the Prime Minister also conferred with members of the Holy Synod of the Ethiopian Orthodox Tewahedo Church, the Ethiopian Evangelical Council and member churches and the Ethiopian Islamic Affairs Supreme Council. 

      The series of public discussions proved crucial in fostering a mutual understanding of the existing gaps and identifying potential opportunities in the various regions and religious establishments of the country. Most importantly, they were a clear demonstration of the Government’s continued commitment to ensure peace and stability and capitalize on community-centred development that will materialize the prosperity aspirations of fellow Ethiopians. 

      On the other hand, the meetings signified the Government’s reaffirmation of the need to uphold home-grown, in-house mechanisms to facilitate nationwide dialogue on cross-cutting matters of shared and communal importance. The phenomena, technically speaking, echoed loud and clear that Ethiopia’s challenges could be overcome with the concerted participation of its fellow nationals while espousing the Pan-African motto of African Solutions for African Challenges. 

      Last but not least, the series of meetings with different sectors of our society, will indisputably serve as a clarion call to the citizenry to unequivocally voice concerns, champion peace and development, promote tolerance and peaceful coexistence among the diverse communities and faiths towards a more resilient and vibrant multi-ethnic polity fit for the current generation and worth bequeathing to posterity.

      Swiss Foreign Minister Cassis’ Visit: Prospects for Better Cooperation

      Federal Councillor and Head of the Swiss Federal Department of Foreign Affairs of Switzerland, Ignazio Cassis, made official visit to Ethiopia from 17 to 19 March 2024 and discussed with Ambassador Taye Atske-Selassie, Minister of Foreign Affairs of Ethiopia on bilateral, regional, and international issues.

      Switzerland and Ethiopia have longstanding historic relation. Ethio-Swiss relation dates back to the late 19th century when Swiss Engineer Alfred Ilg, became advisor to Emperor Menelik II. Alfred played a key role in advising the king to start the Ethio-Djibouti railway construction, and the establishment of the modern postal system in Ethiopia. He also had significant role in promoting Ethiopia in Switzerland.

      During the accession to the League of Nations, Switzerland supported Ethiopia; and later in 1924, Ethiopia opened its consulate in Zürich, Switzerland. On its part, Switzerland opened its consular office in Addis Ababa in 1956, which was later upgraded to an Embassy in 1962. 

      During the meeting the two Ministers exchanged views on regional issues, of common concern including the security situation in the Sudan. Both Ministers observed that the internal situation in Sudan is deteriorating and Sudanese conflict should be solved by themselves. Further Switzerland has appointed special envoy for the Horn of Africa and is cooperating with neighbouring countries to resolve the conflict through dialogue. 

      Ambassador Taye, updated his counterpart on the implementation of the Pretoria Peace Agreement and expressed that Switzerland’s balanced position in the UNSC. He stressed that the reconstruction and rehabilitation efforts require support from the international community.  

      The Swiss Minister underlined that Switzerland as a Non-Permanent Member of United Nations Security Council (UNSC) supports the UN-AU joint Framework for enhanced partnership in peace and security. During the discussion it was mentioned that UNSC was challenged by the wars in Africa, Middle East and Ukraine. 

      The two countries have established a Joint Political Consultation in 2014. The sixth-round of political consultation was held in Bern, last December at the level of two State Ministers of Foreign Affairs. During the political consultation the two sides agreed to further enhance the economic and political cooperation. 

      These consultations were also useful to take stock of the implementation of bilateral agreements and explore new areas of cooperation.

      Previously signed agreements between the two countries were in Air Service Agreement, Investment Protection and Double Taxation Agreements and this fortifies especially the strengthening of the economic relationship.

      Switzerland is the 5th largest trading partner to Ethiopia; and the trade balance with to Ethiopia is positive. In this connection, direct flights between Addis Ababa and Geneva, and Addis Ababa and Zürich also played a greater role.  

      Finally, on the second day of the visit Foreign Ministers Ambassador Taye and Cassis laid the foundation for the new Swiss Embassy building in Addis Ababa during an inaugural ceremony at the Swiss Embassy in Addis Ababa.

      The 2024 High- Level Development Forum

      A High-Level Development Forum, jointly organized by the Ministry of Finance and the Development Partners Group (DPG), was held on March 12, 2024 in Addis Ababa. The Forum aimed at stimulating policy discussions, coordinating efforts to address strategic challenges of humanitarian, development and peacebuilding priorities related with the Ethiopian national development plan. High-Level Government Officials from the Federal Government and Regional States, Ambassadors and Heads of International Organizations from Development Partners group (DPG), the Private Sector and civil society organizations (CSOs) took part in the Forum.

      The Government of Ethiopia put forward presentations on three thematic areas namely strengthening resilience in Ethiopia, peace building and consolidation as well as Ethiopia’s Macro-Economic reform agenda of the Homegrown Economic Reform (HGER) 2.0.

      In his opening remarks, Minister of Finance Ahmed Shide stated that, Ethiopia has made remarkable achievements in securing robust economic recovery after the launch of the Ten-Year Development Plan back in 2018, in spite of climate shocks, drought, conflicts and desert locust invasion. The Minister urged Development Partners to provide financial support for Ethiopia’s efforts to realize Sustainable Development Goals (SDGs) and address humanitarian situation.

      Minister of Planning Development, Fitsum Assefa, also addressed the gathering and stated that, building a resilient Ethiopia requires disaster risk management, sustainable development and community empowerment. She added, “Ethiopia’s National Development Plan is paving the way for a future where every citizen thrives.” Minister Fitsum also expressed the Government’s commitment to continue working with Development Partners to address development challenges, to implement the national development plan and also meet the 2030 Agenda for Sustainable Development.

      During his presentation, Minister of Justice, Gedion Timotheos, highlighted key challenges to peace including youth unemployment and climate change. He stressed that, National Peace Policy Framework is also aimed at bringing about sustainable peace through rule of law and inclusive development. The Minister further briefed the gathering regarding the Transitional Justice Policy mechanism, National Dialogue and other initiatives of the Government to consolidate peace and stability in the country. 

      State Minister of Fiscal Policy and Public Finance at the Ministry of Finance, Eyob Tekalign, also highlighted Ethiopia’s economic potential and ongoing reforms focusing on macro-economic stability, investment climate, trade, efficiency and as well as public service sector. He also touched upon HGER 2.0.

      From the Development Partners Group side, the UN Resident and Humanitarian Coordinator in Ethiopia, Ramiz Alakbarov, echoed the Development Partners Group’s shared vision for a resilient and prosperous Ethiopia. “Through high-level policy exchange and joint action, DPG is committed to supporting peace and security initiatives and the National Development Plan, to ensure a brighter future for all Ethiopians”, Alakbarov stated.

      The co-chair of the Development Partners Group and Development Director at the British Embassy in Addis Ababa, Paul Walters, on the other hand, said that, “Our commitment to partnership is vital for addressing humanitarian, development, and peace building priorities to deliver the SDGs” and “Together, we will drive positive change, leaving no one behind.” 

      During the discussion, major challenges of humanitarian issues and the development sector were deliberated and ways to addressing the challenges were charted out. In this regard, the humanitarian challenges exacerbated by climate and conflict-induced problems were discussed and addressing the funding gap was critically underscored.

      Apart from cooperating to address humanitarian challenges, the need to move forward on long-term areas of cooperation in the investment and business ties were also discussed. In this regard, the Ethiopian Government reiterated its commitment to solve impediments in the investment sector and to continue implementing the ease of doing business to create a more conducive environment as per the stipulations of HGER 2.0.

      The Forum culminated with issuance of a Joint Communiqué charting the course for a heightened partnership to further consolidate peace, to provide humanitarian assistance, and to foster development in Ethiopia. The Joint Communique was co-signed by Finance Minister Ahmed Shide on the Ethiopian side and co-chairs of the Development Partners Group, UN Resident and Humanitarian Coordinator in Ethiopia Ramiz Alakbarov and UK Embassy Addis Business Development Director Paul Walters.

      The Joint Communique underscored the Development Partners Group’s commitment to establish a renewed partnership to strengthen a democratic and peaceful Ethiopia that is on a path towards prosperity. It also welcomed the leadership demonstrated by the Ethiopian Government working with other stakeholders in implementing the Pretoria Agreement and progress towards an inclusive National Dialogue for a lasting peace. 

      Furthermore, the Forum recognized the progress in the execution of the Home-Grown Economic Reform Agenda and the Ten-Year Development Plan, facilitating the implementation of the 2030 Agenda for Sustainable Development.  

      The 13 points Joint Communique also embodied the renewed commitments of the stakeholders towards implementing the agreed upon measures and actions and reviewing the overall progress made in the enactment of the commitments outlined on the basis of the principle of mutual accountability during the next upcoming HLDF in 2025.

      G7+EU Commends Government’s Steadfast Commitment to Pretoria Peace Agreement

      In the aftermath of the First Strategic Reflection Meeting on the Implementation of the Permanent Cessation of Hostilities Agreement (COHA) convened by the African Union on 11 March 2024, a group of countries that are members of the Group of 7 (G7) and the European Union released a joint statement on 13 March 2024. The diplomatic missions of Canada, the European Union (EU), France, Germany, Italy, Japan, United Kingdom, and United States in Addis Ababa were party to the Joint Statement that commended the “the continued commitment of the Government of Ethiopia (GOE) and Tigray Interim Regional Administration (IRA) to implement outstanding provisions of the Permanent Cessation of Hostilities Agreement (COHA) signed on November 2, 2022 in Pretoria, South Africa.” The statement also welcomed the First Strategic Reflection Meeting. 

      We note significant progress on COHA implementation, including with respect to silencing the guns, providing unfettered humanitarian access, restoring basic services, and establishing an IRA in Tigray, the statement read.

      On the other hand, the G7+EU in the dispatch, commended the initiation of a political dialogue in accordance with provisions of the COHA to resolve outstanding issues critical to the orderly, secure, and voluntary return of internally displaced persons. 

      While reaffirming their steadfast commitment to supporting efforts that advance peace and prosperity in Ethiopia, they also lauded the activities of the African Union Monitoring, Verification and Compliance Mission and called for its expansion and extension. 

      US Government Hails Ethiopia for Hosting Refugees

      United States Assistant Secretary of State for Bureau of Population, Refugees, and Migration, Ambassador Julietta Valls Noyes paid official visit to Ethiopia from 18-19 March 2024. 

      During her visit, Ambassador Noyes conferred with Ambassador Birtukan Ayano, State Minister of the Ministry of Foreign Affairs of Ethiopia on 19 March 2024. They discussed shared priorities of the two countries, including support for and resettlement of refugees.  

      Ambassador Birtukan highlighted Ethiopia’s long history of receiving asylum seekers and protecting refugees, stressing Government’s open-door policy. The State Minister also indicated that Ethiopia is currently home to more than one million refugees from 26 different countries, elaborating ongoing efforts to strengthen refugee response mechanisms with a view to maximize the benefits of refugees and communities hosting them, albeit limited resources. She underscored the immense socio-economic and environmental burden and called on all stakeholders, including United States of America to continue to uphold the principle of burden and responsibility sharing. 

      Ambassador Noyes, on her part, explained that Ethiopia is the model in Africa in terms of generously supporting refugees, including many who recently fled conflict in Horn of Africa. She highlighted President Biden’s policy of supporting refugees across the globe and emphasized cooperation for resettlement. 

      While in Ethiopia, the Assistant Secretary also met with Director General of Refugees and Returnees Service (RRS), Teyba Hassen. Afterwards, she visited urban refugee centers in the Capital.

      The Twenty-Second Extraordinary Session of Executive Council of the African Union was held on Friday (March 15) at the AU Headquarters in Addis Ababa in the presence of the leadership and officials of the AU Commission, Ministers from the 55 AU Member States, officials of AU organs and offices and partners.

      The First Strategic Reflection on the Implementation of the Cessation of Hostilities Agreement between the Federal Government of Ethiopia and the Tigray Peoples’ Liberation Front (TPLF) was conducted on Monday (March 11) at the AU Headquarters. The gathering was attended by Former Nigerian President, AU High Representative for the Horn of Africa, and member of the AU Panel of the Ethiopia Peace Process Olusegun Obasanjo; Former President of Kenya and member of the AU Panel Uhuru Kenyatta; Director General of the National Intelligence and Security Service and Head of the Delegation of the Government of Ethiopia Ambassador Redwan Hussein; President of the Interim Regional Administration of Tigray Getachew Reda; Chairman of the Tigray People’s Liberation Front (TPLF) Dr. Debretsion Gebremichael and; Ambassadors and Representatives of the United States, the EU and other Partners.

      The senior leadership of the African Union, during the 22nd Extraordinary Session of the AU Executive Council meeting on Friday (March 15), was elected to serve for a term of four years, with the option for re-election for another four-year term to the key posts including the position of the African Union Commission Chairperson, the Deputy Chairperson, and the six Commissioners.

      The AU, on Tuesday (March 12), held an investiture ceremony for the AU Monitoring, Verification and Compliance Mission (MVCM) members sourced from Ethiopia, Kenya, Nigeria and South Africa, who have been stationed in Tigray region since December 2022 to monitor, verify and ensure compliance with implementing the Permanent Cessation of Hostilities Agreement (COHA).

      The Information and Communication Directorate of the AU through a Press Release on Monday (March 11) disclosed that the continental body through the Office of the Legal Counsel (OLC) accomplished a significant milestone in the global fight against climate change by completing an instrumental capacity-building write-shop for AU Member States, focused on the advisory proceedings of the International Court of Justice (ICJ) regarding States’ obligations concerning climate change. The move is expected “to address, strategize, and illuminate the essential issues at the intersection of climate change and international law” while stressing “importance of a coordinated response from African Member States” among other things.

      The AU Commission on Wednesday (March 13) announced that as per the mandates extended to it by the Peace and Security Council (PSC), in collaboration with the Economic Community of West African States (ECOWAS) and the Government of Ghana will hold the Second AU Reflection Forum on Unconstitutional Changes of Government (UCGs) (also known as the Accra II process on UCGs), from 18 to 19 March 2024, in Accra, Ghana under the theme “Robust Response, Deepening Democracy, Sustainable Security.”

      The Special Representative of the Chairperson of the African Union Commission (SRCC) for Somalia Ambassador Mohamed El-Amine Souef on Wednesday (March 13) disclosed that the African Union Transition Mission to Somalia (ATMIS) “is fully committed to the transition process which will culminate in the transfer of security responsibilities to Somali Security Forces (SSF) by end of December 2024.”

      Ethiopia

      President Sahle-Work Zewde on Thursday (March 14) received the Letters of Credence of 17 newly appointed envoys to Ethiopia from various states including Equatorial Guinea, Qatar, Japan, Azerbaijan, Spain, South Korea, Liberia, Sierra Leone, Malawi, Armenia and Kenya. During the elaborate hand-over the ceremony at the National Palace, the President reaffirmed Ethiopia’s support to the ambassadors throughout their tour of duty in Ethiopia.

      Prime Minister Abiy Ahmed on Friday (March 15) held discussions with community representatives from Tigray who traveled from the region to the capital to address important issues and reaffirmed the Federal Government’s unwavering commitment to the stability and development of the Tigray region.

      Prime Minister Abiy Ahmed and First Lady Zinash Tayachew on Thursday (March 14) presided over the inauguration of ‘Lenegewa’, a groundbreaking center in Addis Ababa designed to uplift women facing social and economic difficulties by offering a range of services from psychological support and medical care to professional training. The state-of-the-art facility is set to create new employment pathways and foster empowerment for women in the community, the Office of the Prime Minister revealed.

      On Wednesday (March 13), Premiere Abiy had audience with members of the Holy Synod of the Ethiopian Orthodox Tewahedo Church from different regions of the country and heeded a range of topics, including peace and security, the developmental needs of communities, challenges within the church’s administration, and how the clergy can contribute to lasting peace within the country, brought forth by the participants.

      The Prime Minister on Tuesday (March 12) presided over an award ceremony held at the Adwa Victory Memorial and honoured five institutions/projects with the Ethiopian Institutional Success Award, celebrating their significant achievements and global impact including, the Ministry of Agriculture’s wheat program, Ethiopian Airlines, Ethio Post, Ethio Telecom, and the GERD Project, each a testament to Ethiopia’s growth and innovation.

      Minister of Foreign Affairs Ambassador Taye Atske-Selassie on Thursday (March 14) received at his office and held discussions with the Prime Cabinet Secretary and Cabinet Secretary for Foreign and Diaspora Affairs of Kenya Musalia Mudavadi, on a wide range of bilateral, regional and global issues of shared interest.

      FM Ambassador Taye met on Thursday (March 14) with US Special Envoy to Sudan (SES) Tom Perriello, at his office and discussed current situation in the Sudan and other issues of mutual concern. Both parties agreed to continue working together in bringing a lasting peace in the Sudan.

      On Thursday, the Foreign Minister also conferred with the Parliamentary Secretary to the Minister of Foreign Affairs of Canada on bilateral, regional, continental and international issues of mutual importance.

      During an induction session for the leadership and staff of the Ministry of Foreign Affairs and affiliated parastatals on Tuesday (March 12), Foreign Minister Ambassador Taye urged fellow foreign service personnel to expeditiously strive towards protecting Ethiopia’s national interests while remaining seized of the constantly shifting geopolitics of the globe.

      The 2024 High Level Development Forum meeting took place in Addis Ababa on Thursday (March 14) co-hosted by the Government of Ethiopia and the Development Partners Group (DPG) – currently co-chaired by the United Kingdom and the United Nations – with the participation of officials from federal ministries and agencies, Ethiopian Regional States, Ambassadors, Heads of Development Cooperation Agencies, as well as representatives from international organizations, the Private Sector and civil society organizations. Minister of Finance Ahmed Shide and DPG Co—Chairs Dr. Ramiz Alakbarov and Paul Walters later released a joint communique that highlighted the high-level presentations on three key thematic areas, namely Ethiopia’s macroeconomic reform agenda as outlined in the Homegrown Economic Reform (HGER) 2.0, peace building and consolidation efforts, and resilience building and commended the Government of Ethiopia for working with other stakeholders in implementing the Cessation of Hostilities Agreement (CoHA) as well as enabling further progress towards an inclusive National Dialogue for a lasting peace.

      The First Ethiopia-Malta Business Forum was held on Tuesday (March 12) in Addis Ababa in the presence of State Minister for Foreign Affairs, Ambassador Mesganu Arga and Ethiopian Investment Commission Commissioner Hana Arayaselassie. Ambassador Mesganu and Hana called on Maltese businesses and companies to investment in Ethiopia in various earmarked fields including agriculture, manufacturing, mining, tourism and ICT (See Article).

      State Minister for Transport and Logistics Bareo Hassen together with the Director of the Office of Economic Growth and Resilience at the United States Agency for International Development (USAID) country office commissioned an integrated fleet management system (iFMS) that was developed with a cost of 550,000 US Dollars, to boost Ethiopia-Djibouti trade. 

      Djibouti

      On Sunday (March 10), Djibouti became the 157th country to ratify The Kigali Amendment to the Montreal Protocol, an international treaty poised to gradually reduce the consumption and production of hydrofluorocarbons (HFCs) around the world.

      The U.S. Army Southern European Task Force, Africa (SETAF-AF) on Monday (March 11) announced Brig. Gen. Brian T. Cashman as the next commander of U.S. Africa Command (AFRICOM)’s Combined Joint Task Force-Horn of Africa at Camp Lemonnier Djibouti, replacing General, Brig. Gen. Daniel L. Cederman, who was appointed as the new SETAF-AF Deputy Commanding General.

      Kenya  

      President William Samoei Ruto on Saturday (March 9) sworn-in at the State House Nairobi Lieutenant-General Charles Muriu Kahariri, Lieutenant-General David Kimaiyo Tarus and Major-General Thomas Njoroge Ng’ang’a, as the Vice Chief of the Kenya Defence Forces, Commander of the Kenya Army and Commander of the Kenya Navy, respectively. 

      Prime Cabinet Secretary and Cabinet Secretary for Foreign and Diaspora Affairs Musalia Mudavadi met on Monday (March 11) with Danish Prime Minister Mette Fredriksen and Minister of Foreign Affairs Lars Løkke Rasmussen as well as on Tuesday (March 12) Minister of Development Cooperation and Global Climate Policy Dan Jannik Jørgensen during his visit in the Nordic country on issues of common interest including trade and investment, climate action, peace, and security.

      U.S. Secretary of State Antony J. Blinken spoke with Kenyan President William Ruto on Saturday (March 9) to discuss the ongoing political and security crisis in Haiti.  And the potential deployment of a Multinational Security Support mission to support the Haitian National Police restore calm in the Caribbean country.  Principal Secretary for Foreign Affairs Korir Sing’oei, on Tuesday (March 12) announced a delay in Kenya’s plan to deploy a 1,000-strong police force to Haiti in the wake of the resignation of Prime Minister Ariel Henry.

      Over the course of the week, Data Protection Commissioner Immaculate Kassait announced that the Office of the Data Protection Commissioner is probing over 1,000 entities including digital lenders, hospitals, telecoms companies, and educational institutions, for alleged violations of privacy laws the country as stipulated in the 2019 Data Protection Act

      Somalia

      President Hassan Sheikh Mohamoud on Friday (March 15) convened a meeting on the security situation in the country, the miscellaneous fight against the onslaught of Al Shabaab terror group and the security of the Capital Mogadishu and its surrounding areas.

      Militants belonging to the Al-Shabaab terrorist group on Thursday evening (March 14) claimed responsibility for a blatant attack on a hotel close to Villa Somalia, Syl Hotel, which is frequented by government officials of the Horn of African nation.

      South Sudan

      The United Nations Security Council on Thursday (March 14) passed Resolution 2726 (2024) thereby extending the mandate of the United Nations peacekeeping mission in South Sudan (UNMISS) until 30 April 2024. By doing so, the UNSC authorized the UNMISS to use all necessary means to carry out its tasks, determining that the situation in the country continues to constitute a threat to international peace and security.

      Spokesperson of South Sudan People’s Defense Forces (SSPDF) on Friday (March 15) announced the death of a senior SSPDF commander, Brigadier General Manywier Malual Turoal, inflicted by armed youth conducting a celebratory gunfire in Mayom County of Unity State.

      Sudan

      The High-Level Panel for Sudan (HLP-Sudan) chaired by AU High Representative for Silencing the Guns Mohamed Ibn Chambas on Monday (March 11) its first shuttle diplomacy mission. According to the African Union, on its first stop in Port Sudan, the HLP-Sudan engaged with senior officials of the Sudanese Sovereignty Council, including General Abdul Fattah al-Burhan and also met with a wide range of Sudanese stakeholders, including representatives of the signatories of the Juba Peace Agreement, political parties, FFC-Democratic Bloc, women’s groups, the Humanitarian Commission, civil society, university vice-chancellors, the media, and others. 

      The Sudanese Armed Forces on Tuesday (March 12) announced that it has recaptured the headquarters of the state broadcaster based in Omdurman that was under the control of Rapid Support Forces (RSF).


      Addis Hosts First Ethio-Malta Investment and Trade Promotion Forum

      The First Ethio-Malta Investment and Trade Promotion Forum was held on Tuesday, 12 March 2024 at the Skylight Hotel in Addis Ababa. At the forum, 30 Maltese business representatives and 150 Ethiopian private sector firms participated. 

      State Minister for Political and Economic Diplomacy Affairs at Ministry of Foreign Affairs of Ethiopia, Ambassador Mesganu Arga, in his remarks at the Forum expressed that Ethiopia and Malta have longstanding diplomatic relations that date back to the 1970s. The diplomatic relationship gained momentum when the Government of Malta decided to open its Embassy in Addis Ababa in 2021, the state minister added.

      The state minister noted that the visit of Prime Minister Abiy Ahmed to Malta in February 2023, the first of its kind, created a solid foundation for our bilateral relationship. A subsequent visit of Minister of Foreign and European Affairs and Trade of Malta Ian Borg to Ethiopia in May 2023 further cemented the relationship between the two countries. 

      The state minister expressed Ethiopia’s appreciation to the Government of Malta for its continuous training of Ethiopian maritime professionals. Some of these professionals now are leading the Ethiopian Maritime and Logistics Enterprise, which is playing a pivotal role in Ethiopia’s economy. He also acknowledges the continues training in Cyber Security and Cyber Diplomacy fields.

      He stated that despite a very cordial and historical friendship that Ethiopia and the Republic of Malta have been enjoying, the economic cooperation particularly trade and investment relation did not develop to the expected level. It is high time to convert the vested interests shown from both sides into tangible and practical work to unlock massive opportunities and maximizing trade and investment cooperation. He also emphasizes the importance of signing a Joint Trade and Investment Promotion and Protection Agreement in the future.

      During the forum, a comprehensive overview of investment prospect in Ethiopia was provided for Malta investors, complemented by insights from Ethiopian Investment Commission Commissioner, Hanna Araya Selassie, who explained the government’s reform initiatives and pledged steadfast support from the EIC for prospective investors, Commissioner Hanna highlighted the multifaceted opportunities Ethiopia offers to investors with its large and growing domestic market, fast growing economy  and strategic location as gateway to Africa,  the  Middle East and Europe. She also reaffirmed the Government’s continued commitment through the EIC to provide end-to end service facilitation easing doing business in Ethiopia.

      Maltese Ambassador to Ethiopia, Ronald Micallef, on his part, acknowledged the Ethiopian Government for the warm welcome accorded to the Maltese business delegation. He also underlined the importance of Ethiopia as key partner in the Horn and throughout Africa, bridging the link between Europe and Africa. He also mentioned, agreements were reached to encourage Maltese investments in Ethiopia, especially in the logistics and tourism sectors, maritime, Diplomacy and air service. Strong interest was shown to work on better cooperation in the field of manufacturing, Construction, pharmaceutical, Consultancy, ICT as education. 

      Chief Executive Officer of Trade Malta, Anton Buttigieg also expressed that Ethiopia is an ideal investment destination in East Africa and called upon Maltese businesses explore opportunities.

      President of the Ethiopian Chamber of Commerce and Sectorial Associations (ECCSA), Engineer Melaku Ezezew, on his part, expressed readiness of the the private sector in the country to work closely with Maltese companies.

      Danish Foreign Minister Visits Ethiopia

      Minister of Foreign Affairs of Denmark Lars Lokke Rasmussen paid a two-day working visit (March 7-8, 2024) to Addis Ababa, Ethiopia. During his tour, his delegation met and exchanged views with Prime Minister Abiy Ahmed and Minister of Foreign Affairs Ambassador Taye Atske-Selassie.

      Their discussions mainly focused on consolidating bilateral relations between the two countries and exploring new areas of cooperation. 

      Taye Atske-Selassie (Ambassador) briefed his Danish counterpart on the implementation of Pretoria Peace Agreement and ongoing efforts to ensure full implementation. 

      Ambassador Taye, urged Denmark to take fair stand in keeping a balanced position at the European Union and the UN Security Council on issues of mutual concern. Issues concerning the region (Horn of Africa) were also raised. 

      Ethiopia is a key partner of Denmark as it is a bridging nation to the Horn and throughout Africa. And Denmark’s development assistances to Ethiopia was much appreciated by Ambassador Taye. 

      Ethiopia and Denmark have a strong partnership throughout history; their foreign relation goes back to 1963. Denmark opened its Embassy in Addis Ababa in 2004, and while the Ethiopian Embassy in Stockholm, Sweden closely oversees relations with Denmark. Denmark and Ethiopia are also mutually committed to the global agenda on climate change and green growth and both are founders of the P4G initiative (Partnering for Green Growth and the Global Goals 2030).  

      Denmark’s five-year (2018-2022) country strategy program allocated 1 billion DKK aid to help promote democracy, fight poverty and create sustainable growth in Ethiopia. The Country Program support is aligned with SDG 1 (No poverty), SDG5 (Gender equality & women’s empowerment), SDG8 (Decent work & economic growth), SDG 13 (Climate action) and SDG16 (Peace and justice, strong institutions).

      Further Danish Foreign Minister’s visit to Ethiopia is a reaffirmation to elevate the cooperation. Denmark mainly supports modernization of the agricultural sector through commercialization of small holder’s farmers; promote food security and resilience including for displaced people and host communities; support climate resilient forest livelihoods and support governance and human rights including free media.

      Finally, despite, the constantly shifting geopolitics Ethiopia as a regional power with large population, and growing economy strives to create reliable partnership with European countries. 

      The Ethiopian Embassy in the Algerian Capital Algiers took part in the Oran Invest Expo held in Oran, Algeria from 4 to 7 March 2024, where it showcased Ethiopian investment opportunities to Algerian investors. 

      Ethiopian Ambassador Extraordinary and Plenipotentiary to the Maghreb country, Ambassador Nebiat Getachew, delivered a comprehensive presentation to over 20 companies, providing detailed insights into Ethiopia’s investment landscape and recent economic reforms.

      During the presentation, attendees engaged in a lively debate, gaining valuable insights on investment opportunities, particularly in Ethiopia’s manufacturing sector.

      The Ambassador also extended invitation to potential investors to attend the Invest Ethiopia 2024 conference scheduled for April 28-30, 2024 in Addis Ababa, organized by the Ethiopian Investment Commission.

      Algerian Companies on a Visit to Addis

      In another development, twelve Algerian pharmaceutical companies have participated in the 8th Edition of Ethio Health Exhibition and Congress held in Addis Ababa 7-9 March 2024. The Algerian SAFEX, an Algerian Ministry of Trade company of fairs and exhibitions, organized the participation of these companies in a bid to further boost the trade relations between Ethiopia and Algeria. The Ministry of Foreign Affairs of Ethiopia facilitated meetings for the Algerian companies with different Ethiopian stakeholders for them to be able to tap into the various trade and investment opportunities that Ethiopia offers in the pharmaceutical sector. 

      Meanwhile, an Algerian pharmaceutical and medical equipment delegation organized by the BG-ICC in partnership with Pitch World Fast, in collaboration with the Ethiopian Embassy in Algeria, paid a three-day (24-28 February 2024) working visit to Ethiopia, where they met and discussed with Ministries of Foreign Affairs and Health as well as Ethiopian Investment Commission and Food and Drug Administration. Later on, the business delegation visited the Kilinto Pharmaceutical Industry Park (KPIP).

      The participation of the Ethiopian Embassy in the Oran Invest Expo as well as the different Algerian trade and investment missions to Ethiopia signify concerted efforts to foster bilateral economic ties between Ethiopia and Algeria.

      The African Union on Friday (March 8) officially launched the 4th CAADP Biennial Review Report and he Post-Malabo Roadmap at its Headquarters in Addis Ababa, Ethiopia with the participation of the Ministers of Agriculture and Food Security from AU Member States. The Comprehensive African Agriculture Development Programme (CAADP) is Africa’s policy framework for agricultural transformation, wealth creation, food security, nutrition, economic growth, and prosperity.

      The African Union Commission disclosed on Saturday (March 2), the Commissioner for Political Affairs, Peace and Security (PAPS), Ambassador Bankole Adeoye, participated in the High-Level Segment of the 55th  Session of the UN Human Rights Council (HRC55) on 27 February 2024 and briefed the Council on the State of Human Rights in Africa, in particular the right to development.

      The African Union Commission on Thursday (March 7) in collaboration with the Ghanaian Government and the World Anti-Doping Agency (WADA) Africa Office held a high-Level anti-doping forum on the sidelines of the 13th Edition of the African Games in Accra, Ghana. The forum was aimed at facilitating open and constructive dialogue among African sport ministers and key stakeholders to develop a comprehensive regional strategy against doping in the sports in Africa. 

      The AU Continental Education Strategy for Africa (CESA) on Friday (March 8) revealed that it recognises information, communication and technology (ICT) as a major tool for empowering graduates and ensuring they contribute to social economic development by ensuring they not only have universal access but also ensuring they enhance the quality of provision and delivery, of services. CESA stated, ICT opens up possibilities for innovation, entrepreneurship and employability; flexibility in pedagogies; beating the limitation of time and space for varied learner needs; and enhancing confidence and dignity of graduates at all levels.

      Ethiopia

      President Sahle-Work Zewde travelled to Tigray Region on Saturday (March 2) and together regional dignitaries celebrated the 128th Anniversary of the Victory of the Battle of Adwa at the historic scene, the impregnable Adwa mountains. Speaking at the commemorative occasion, she said, “the victory of Adwa has shown that Ethiopians can unite and win, even against an unmatched and well-equipped force…It is a victory that we should be very proud of and cherish.”

      The Council of Ministers, in the presence of Premiere Abiy Ahmed held its 100-day performance review of the second quarter of the fiscal year on Tuesday (March 5). The review, among others, included presentations on activities undertaken, focusing on four sectoral areas of governance and justice, social, and economic sectors. 

      Prime Minister Abiy Ahmed on Friday morning (March 8) conferred with the African Development Bank’s (AfDB) Ethiopia Country Manager in Ethiopia on the Bank’s various projects in the country. The Prime Minister also took the opportunity to congratulate AfDB President Dr. Akinwumi Adesina, on receiving the Obafemi Awolowo Prize for Leadership on Wednesday (March 6) at a high-level ceremony held in Lagos, Nigeria.

      On Friday (March 8), Prime Minister Abiy welcomed at his office, Danish Foreign Minister Lars Løkke Rasmussen, and held productive discussions on wide-ranging bilateral and multilateral issues of shared interest. PM Abiy wrote in a social media post after the talks, Ethiopia and Denmark “share longstanding ties that provide a solid foundation for further collaboration.”

      On Monday (March 4), the Prime Minister had an audience with the community members and representatives from the South West, South, Central Ethiopia, and Sidama regions and listened to concerns of the participants regarding development and relayed feedback in which he emphasized the significance of unity for achieving common goals. Similarly, met and discussed with community members from all sub-cities in the Capital Addis Ababa on Thursday (March 7) on various issues including city development, food security initiatives in the city, youth engagement, housing schemes among other topics.

      Minister of Foreign Affairs, Ambassador Taye Atse Selassie, on Thursday (March 7) received at his office and held discussions with Danish counterpart Lars Løkke Rasmussen, on bilateral, regional and global issues of shared interest. Formal diplomatic relations between Ethiopia and the Scandinavian country began in 1967.

      Minister of Labor and Skills Muferiat Kamil during an exclusive interview with Ethiopian News Agency(ENA) on Thursday (March 7) divulged that the Government has been prodigiously working on formalizing outgoing labour migration, that have hitherto been dominated by the informal sector in the form of customary brokerage to connect Ethiopians for job opportunities overseas. She told ENA, Ethiopia has been implementing several initiatives towards improving labor migration governance and skills in the country by developing clear national policy frameworks, legal instruments as well as signing international labor treaties, it was indicated.

      The House of Peoples’ Representatives’ Foreign Relations and Peace Affairs Standing Committee led chaired by Dima Negewo, on Thursday (March 7) , hosted and held discussions with German Federal Parliament’s (Bundestag) Foreign Affairs Committee delegation led by Stefan Keuter on ways of further enhancing relations, during a meeting in Addis Ababa. Chairperson Dima stressed the significant role such continued engagement to foster more bilateral cooperation through parliamentary diplomacy.

      The prominent Pan-African carrier, Ethiopian Airlines on Tuesday (March 5) announced its plans of fleet expansion with the acquisition of state–of-the-art 777X jets from Boeing. EAL noted, this move will enable it to provide unparalleled service and comfort to our passengers whereby demonstrating our dedication to staying at the forefront of aviation technology.

      On Saturday (March 2), Ethiopians from all walks of life, both at home and around the world colourfully celebrated the 128th of the commemoration of the Victory at the historic Battle of Adwa against Italian aggression (See Article).

      Refugees and Refugees and Returnees Service (RRS) in partnership with National ID Program (NIDP) with support from the UN Refugee Agency (UNHCR) launched an initiative to include refugees and asylum seekers in the country the recently inaugurated national biometric digital identification schemed dubbed Fayda aiming to facilitate refugees’ and asylum seekers’ access to basic services.

      Spokesperson of the Ministry of Foreign Affairs, Ambassador Meles Alem, during his bi-weekly press briefing at the MFA Headquarters on Thursday (March 7) said, Prime Minister Abiy’s state visits to Kenya and Tanzania were immensely fruitful in advancing multifaceted cooperation between Ethiopia and the East African countries.

      On Tuesday (March 6), the Ethiopian Embassy in Algiers participated in the Oran Invest Expo held in Algerian City of Oran from 4 to 7 March 2024. Ethiopian Ambassador to Algeria, Nebiat Getachew, on the occasion highlighted Ethiopia’s untapped investment potentials in tandem with the several reforms by the Government to representatives of Algerian businesses present.

      The Ethiopian Space Science and Geospatial Institute (SSGI) on Tuesday (March 5) launched a “Ground Station as a Service” initiative, involving the reception of satellite data for different countries, organizations and users. Satellite Operations Director Melaku Muka said, the SSGI has begun generating revenue through receiving satellite data, and processing and analyzing them for various organizations and countries on a payment basis. 

      Djibouti

      On Wednesday (March 5), the French Foreign Legion (Légion étrangère) announced that the 4th Company of the 13th Foreign Legion Demi-Brigade (13e DBLE) has been deployed to Djibouti for a period of four months, the former homeland of this particular regiment. FFL is a corps of The French Army, officially referred to as the Land Army established in 1831 to admit foreign nationals into the defence forces and comprises several land and air specialties including infantry, cavalry, engineers, airborne troops.

      The Swiss-Headquartered Mediterranean Shipping Company S.A – commonly known as MSC – in a statement published on Tuesday (March 5) announced that Container ship MSC Sky II was hit by a missile on the previous day southeast of Aden and east-southeast of the Bab El-Mandab Strait while en route to the Port of Djibouti from the Yemeni Port City of Aden. 

      Kenya  

      President William Samoei Ruto witnessed on Wednesday (March 6) the signing of a Memorandum of Understanding between Kenya and the United Arab Emirates that will create the first-ever mega data centre powered by geothermal energy. The agreement between Kenya’s EcoCloud and UAE’s G42 will see the construction of a 1GW mega data centre, thus propelling Kenya’s digital economy to greater heights, State House revealed afterwards in press statement. He also presided over the signing ceremony of an MoU Kenyan Biovax Institute and Emirati Hayat Biotech at State House Nairobi. The President, a social media post said, the deal is part of the administration’s Bottom-Up Economic Transformation Agenda (BETA) to boost our country’s capacity in the research, development and manufacture of vaccines, both for humans and animals.

      The President on Monday (March 5) congratulated Mian Muhammad Shehbaz Sharif on his election as the next Prime Minister of Pakistan. In a social media post, Ruto said, “Your victory is a testament to your bold and progressive leadership. Kenya looks forward to working with you in escalating our ties for the prosperity of our citizens.

      The Ministry of Foreign and Diaspora Affairs on Thursday (March 7) announced that Principal Secretary for Foreign Affairs Korir SingOei and Kazakh Ambassador to Kenya Barlybay Sadykov witnessed by External Affairs Assistant to Kazakhstan President Kassym-Jomart Tokayev, Erzhan Kh. Kazykhan, inked an MoU for Political Consultations between respective Foreign Ministries as a reaffirmation of mutual commitment to stronger relations. 

      On Tuesday (March 5), Members of the East Africa Legislative Assembly (Bunge la Afrika Mashariki in Kiswahili) gathered at the Kenyan Parliament Buildings in the Capital Nairobi for the official opening of the special plenary sitting during the inaugural session of the 5th Assembly. President Ruto, in his opening remarks said, the East African Legislative Assembly plays an important role in advancing the integration of the East African Community (EAC) and other regional interests.

      Over the week, Kenya hosted 7th Session of the Kenya-Egypt Joint Commission for Cooperation (JCC) from 5th to 7th March, 2024. Preceded by a meeting of Senior Officials’ meeting the JCC (commonly known as Joint Ministerial Commission (JMC)) touched upon bilateral, continental and global issues of common interest. The Ministerial segment was co-chaired by Kenyan Prime Cabinet Secretary and Cabinet Secretary for Foreign and Diaspora Affairs, Wycliffe Musalia Mudavadi and Egyptian Minister of Foreign Affairs Sayyid Sameh Shoukry.

      Prime Cabinet Secretary and Cabinet Secretary for Foreign and Diaspora Affairs Musalia Mudavadi on Monday (March 5) participated in a gathering of members of the African Diplomatic Corps put together by the Ministry of Foreign and Diaspora Affairs (MFDA) to exchange ideas and to explore avenues.

      Cabinet Secretary for Investments, Trade and Industry Rebecca Miano in an interview published on The East African on Sunday (March 3) said, the Ministry of Trade is preparing to conduct public awareness and disseminate information on the recently Euopean Parliament ratified Kenya-EU Economic Partnership Agreement (EPA) as soon as it is ratified by the Kenya National Assembly. She added, the EPA after parliamentary ratification will come into force in two to three months’ time.

      Somalia

      President Hassan Sheikh Mohamoud on the margins of the Antalya Diplomacy Forum on Saturday (March 2)held bilateral talks with Türkiye counterpart Recep Tayyip Erdoğan on bilateral and regional issues of mutual concern including enhancing defence and economic cooperation and peace and security in Somalia and the Horn.

      The President on Tuesday (March 5) met at Villa Somalia with Norwegian Deputy Minister of Foreign Affairs Andreas Motzfeldt Kravik and discussed bilateral ties, development, counter-terrorism cooperation and the stabilization of areas that the Government refers to as “liberated from Khawaarij”. FM Kravik was in Mogadishu for an official visit.

      President Hassan Sheikh Mohamoud attended on Thursday (March 7) the graduation ceremony of Somalia army personnel, who graduated from the Mogadishu-based Türkiye military base and defence university, Camp TURKSOM. The fresh graduates will be part of the special forces of the Gorgor Special Division mainly based in Mogadishu, Tosmurib and Beled Hawo, while maintaining TURKSOM as their main base.

      On Thursday (March 7) Somalia and Türkiye signed an offshore oil and natural gas cooperation deal that will grant the latter with an unprecedented opportunity to explore, evaluate, develop and produce oil found in the Horn of African country’ land and sea blocks. Ministers of Energy Abdirizak Omar Mohamed and Alparslan Bayraktar, on Somalia and TUrkiye sides respectively inked the Agreement that Minister Bayraktar aims “to strengthen Turkey’s presence in the Horn of Africa with new cooperation in the field of energy.”

      During a brief ceremony held at the Headquarters of the East African Community (EAC) on Monday (March 4) in Arusha, Tanzania, Minister of Commerce and Industry Jibril Abdirashid Haji, presented the instrument of ratification to the bloc’s Secretary-General Peter Mathuki, completing Somalia’s admission process and granting it full membership. 

      The Government revealed on Tuesday (March 5) the killing and capture of scores of terrorists belonging to Harakat al-Shabaab al-Mujahideen, commonly known as Al-Shabaab, in a military operation in the lower Juba region. 

      South Sudan

      President Salva Kiir Mayardit on Wednesday (March 6) was briefed by National Parliament (NP) Speaker Jemma Nunu Kumba on NP’s activities and the need to reopen the August House during the first week of April this year, Office of the President announced.

      Chairman of the Ceasefire & Transitional Security Arrangements Monitoring & Verification Mechanism (CTSAMVM) Maj Gen Hailu Gonfa on Thursday (March 7) briefed IGAD Executive Secretary Dr. Workneh Gebeyehu on the South Sudan peace process, with emphasis on the current status of the ceasefire and security arrangements. Previously known as IGAD Monitoring and Verification Mechanism (MVM), the CTSAMVM, was established to monitor the Cessation of Hostilities Agreement (CoHA) signed by the Parties of South Sudan in January 2014. In the wake of the signing of the Agreement on the Resolution of the Conflict in South Sudan (ARCSS) on 17 August 2015 in Addis Ababa the body became the Ceasefire and Transitional Security Arrangements Monitoring Mechanism (CTSAMM) and is mandated with monitoring, verifying compliance and reporting to IGAD Council of Ministers (IGAD-CoM) and the Revitalized Joint Monitoring and Evaluation Commission (RJMEC) on the progress of the Implementation and also Violations of the Permanent Ceasefire and Transitional Security Arrangements (PCTSA) under Chapter 11 of the 2018 R- ARCSS.

      Sudan

      During a meeting with AU High-Level Panel on the Resolution of the Conflict led by Mohamed Ibn Chambas on Wednesday (March 3) in the capital city of the Red Sea state, Port Sudan, Chairman of Sudan’s Transitional Sovereign Council and Commander of the Sudanese Armed Forces, General Abdel Fattah Al-Burhan called for the restoration of Sudan’s full membership to the continental organisation. According to local media reports, a statement issued by the Sovereign Council echoed Al Burhan’s confidence and that of Sudan “in the African Union’s potential solutions, but only if the state regains its full membership and the organization treats it as such.”

      United Nations Secretary-General António Guterres addressing a 15-member Security Council meeting on Thursday (March 7) urged the warring parties in Sudan to agree to halt hostilities during the Muslim fasting month of Ramadan, resonating the spirit of the British-initiated draft resolution and tabled to the UN Security Council recently, that urges a truce for the upcoming Ramadan, in the ongoing fighting between the Sudanese army and paramilitary Rapid Support Forces (RSF).

      Prime Minister Abiy Ahmed’s East African Tour: State Visit to Tanzania

      As part of his East African tour, a high-level Ethiopian delegation led by Prime Minister Abiy, after a momentous State Visit to Kenya paid a two-day State Visit to Tanzania (1-2 March 2024). The State Visit was the outcome of an official invitation by Tanzanian President Samia Suluhu Hassen, which the Premiere accepted promptly. On arrival at the Julius Nyerere International Airport in Dar es Salaam, Prime Minister Abiy accompanied by First Lady Zinash Tayachew and high-ranking Ethiopian government officials, was warmly welcomed by Minister of Foreign Affairs and East African Cooperation, January Makamba and Ethiopian Ambassador to Tanzania, Shibru Mammo.

      During the historic State Visit, PM Abiy and his gracious host President Samia Suluhu, discussed a wide range of bilateral, regional and international issues of mutual concern and expressed their commitments to further strengthen the cooperation between the two countries on various mutual strategic interests. 

      The leaders also expressed the importance of expanding the cooperation into the business sectors and encouraged the business communities of both countries to explore and utilize opportunities available for engagement within the framework of the African Continental Free Trade Area (AfCFTA), while reiterating the need to create enabling business environment to boost trade and investment.

      Cooperation in defense and security, addressing of illegal migration, collaboration in the aviation industry especially in areas of management, capacity building training, aircraft repair and maintenance, sharing of technologies and codes as well as cooperation in the field of tourism, ICT, education, health are among the areas discussed and agreed upon by the leaders.

       To further strengthen the relation in the economic and social sectors, and Memoranda of Understanding in agriculture, energy trade, and cultural cooperation, which Premiere Abiy lauded as foundational for ongoing and reciprocal development. Ethiopia and Tanzania also inked Power Purchase Agreement to provide 400 MW of electricity to Tanzania through Kenya. 

      Ethiopia and Tanzania share a long history of solidarity and mutual support. The two countries have always stood together in times of difficulties and have worked closely to promote peace, stability and development in the region.

      The relations date back to the days of the struggle for freedom and liberation of Africa from colonialism. The two countries were proponents of Pan-Africanism and played a significant role for the independence of Africa. The two countries established formal diplomatic relations in 1964 and have been cooperating in bilateral, regional, continental and global shared interests ever since.

      The Commemoration of the Victory of the Battle of Adwa at 128

      On Saturday, 02 March 2024, Ethiopians, the Ethiopian diaspora and Friends of Ethiopia at home and around the world celebrated with pomp the 128th anniversary of the commemoration of the Victory of the Battle of Adwa, a hallmark of the triumph of black people over imperialist forces. 

      In a Message addressed to the Nation released on the eve of the celebrations on Friday (March 2) Prime Minister of Ethiopia and the Commander-in-Chief of the Ethiopian National Defence Forces, Abiy Ahmed Ali, stressed the perennial significance of the key tenets of the Victory of the Battle of Adwa in Ethiopia’s nation-building process. National unity, sacrifice of personal and group interests and relinquishing inharmonious differences for the greater national cause, committing to the ultimate sacrifice of life in defence of the Motherland, and the virtue of patience, are four among the main foundational values (tenets) that must be learned, taught, studied, preserved, protected and transmitted to posterity, the Premiere noted. In his Message Prime Minister said, ‘‘Today, we commemorated the event in a truly magnificent manner, but our focus remains on the future. Tomorrow, we will work diligently to construct an Ethiopia that embodies the strength and resilience of the Adwa Mountains, drawing inspiration from the values of Adwa victory. Achieving this vision necessitates the collective skill, maturity, and cooperation of each and every one of us.’’

      President Sahle-Work Zewde travelled to Tigray Region on Saturday (March 2) and together with regional dignitaries celebrated the 128th Anniversary of the Victory of the Battle of Adwa at the historic scene, the impregnable Adwa mountains. Speaking at the commemorative occasion, she said, “the victory of Adwa has shown that Ethiopians can unite and win, even against an unmatched and well-equipped force…It is a victory that we should be very proud of and cherish.”

      Spearheaded by the Ethiopian National Defence Forces and the Office of the Mayor, the commemoration was solemnly undertaken at the newly-inaugurated Adwa Victory Memorial Museum at the heart of Addis Abeba, were marked military parades, artistic performances and cultural shows reminiscent of the gallantry of our heroes and heroines that transcends generations. Speaking on the occasion, 

      Chief of Defence Staff, Field Marshal Birhanu Jula stated, the Victory at Adwa kindled the ray of hope in the arduous struggle against colonialism for freedom and liberation of fellow African brothers and sisters. It encouraged Black people, not only in Africa but also around the world, to marshal support and push through and through in their fight for independence, he added. The Field Marshal also called upon the current generation to preserve and protect the sense of unity, camaraderie and solidarity that spawned unity of purpose for the transcendental and decisive blow on any colonial ambitions on Ethiopian soil by expunging bellicose Italian forces on 2 March 1896. 

      In a commentary entitled “Adwa: Beyond Victory and National Pride” and published in The Reporter on 02 March 2024, former Minister of Mines and Mayor of Addis Ababa, Takele Uma Benti wrote, “The collective legacy of our nation can be remembered as we march towards a greater dawn of national unity, defying adversity together. If there is one lesson Adwa teaches us, it is how our grandfathers weathered the tides of their time and prevailed.” He asserted in his piece, “Freedom has always come at a cost. It carries implications that reach into the present and will continue to shape our future.”

      In the same token, the 128th Adwa Victory celebrations was also celebrated colourfully at Ethiopian Embassies and Consulates around the world with various cultural and artistic performances in the presence of the Ethiopian diaspora, high-ranking host-country government officials, members of the diplomatic corps, friends of Ethiopia and the media fraternity.

      Africa and the African Union

      African Union Commission Chairperson Moussa Faki Mahamat on Thursday (February 29), dispatched a communique on the situation in Chad and called for the peaceful settlement of disputes and the urgent need for Chad to reconnect authentically with the inclusive dialogue of all political forces, social, civil and military for a future of stability, democracy and shared prosperity.

      On Thursday (February 29),  the Department of Agriculture, Rural Development, Blue Economy and Sustainable Environment of the AU released the Fourth Biennial Review (BR) Report on the progress of the implementation of the Comprehensive Africa Agriculture Development Program (CAADP)

      The Africa Centres for Disease Control and Prevention (Africa CDC) on Thursday (February 29) dispatched a press release announcing an extended partnership between Africa CDC and UNICEF to enhance primary healthcare, supply chain management, pooled procurement and local manufacturing, and emergency response. The collaboration builds on the 2022-2024 Partnership Framework Agreement between Africa CDC and UNICEF, which aims to achieve the goals outlined in the African Union Agenda 2063: The Africa We Want.

      The new contingent commander of Kenyan Defence Forces troops serving under the umbrella of the African Union Transition Mission in Somalia (ATMIS), Brig. Seif Salim Rashid, has officially assumed duty taking over from Brig. William Kamoiro, ATMIS announced on Thursday (February 29).

      The African Union Mechanism for Police Cooperation (AFRIPOL), in partnership with the German Federal Police (Federal Police Bundespolizei (GFP)), held a Capacity Building Workshop focused on introducing and effectively implementing smartphone technology within the police departments of African Union member states from February 27 to 29, 2024, in Tunis, Tunisia.

      President of the Economic Community of West African States (ECOWAS) Omar Touray during a media briefing on Thursday (February 29) said, achievements of the regional economic community are overshadowed by political developments in the region. 

      Ethiopia

      President Sahle-Work Zewde on Sunday (February 25) attended the State Funeral Service of the late Namibian President Hage Geingob in the Capital Windhoek and the body of the former head of state was later laid to rest in the South West African Country’s Heroes’ Acre cemetery. In her speech during the Service, Madame Sahle-Work eulogised President Geingob as a someone who “fought the right fight for the freedom of his country, the rights and well-being of his people. This is what makes a person with vision and leadership skill a hero. Let us honour the heroes while they are alive.”

      Prime Minister Abiy Ahmed embarked on a two-day (27-28 February) State Visit to Kenya together with First Lady Zinash Tayachew, to discuss bilateral, regional and multilateral issues of shared interest. Upon arrival in Nairobi, the high-level delegation was accorded a warm welcome by Kenyan President William Samoei Ruto (See Article). 

      Premiere Abiy and his entourage on Thursday (February 29) made another East African tour in Dar es Salam, Tanzania for a State Visit accompanied, among others, by Minister of Foreign Affairs, Ambassador Taye Atske Selassie.

      Chief of General Staff of the Ethiopian National Defence Forces, Field Marshall Berhanu Jula accompanied by Ethiopian envoy to Kenya, Ambassador Bacha Debele, visited the Headquarters of Kenyan Defence Forces (KDF) in the Capital Nairobi. During the visit, the Field Marshall conferred with KDF Chief General Francis Ogolla on regional peace and security, defence cooperation as well as conducting joint training exercises in tandem with jointly combatting the scourge of terrorism.

      Ethiopian Airlines Group inaugurated a state-of-the-art e-commerce logistics hub in the Capital built by China National Aero-Technology International Engineering Cooperation and poised to meet the increasing demands of online shoppers and retailers on Thursday (February 29). Speaking at the inaugural ceremony Minister of Transport and Logistics Alemu Sime said the facility aims to facilitate streamlined operations and inventory management prior to dispatch of packages to clients. 

      The National Steering Committee on Ethiopia’s Accession to the World Trade Organisation led by Chief Negotiator and Minister of Trade and Regional Integration, Gebremeskel Chala, and accompanied by Deputy Chief Negotiator and State Minister for Foreign Affairs Ambassador Mesganu Arga participated at the 13th Biennial WTO Ministerial Conference (MC13) in Abu Dhabi, United Arab Emirates from, 26-29 February (See Article).

      A delegation headed by Minister of Planning and Development including the Director-General of Environmental Protection Authoity, Lelise Neme, took part in the 35th African Ministerial Conference on the Environment (AMCEN) Bureau Meeting and the sixth session of the United Nations Environment Assembly (UNEA-6)  at UNEP HQ Nairobi that was underway from 26 Feb 2024 to 1 Mar 2024 under the theme “effective, inclusive and sustainable multilateral actions to tackle climate change, biodiversity loss and pollution.

      The National Committee on the African Summit led by Chairperson and State Minister at the Ministry of Foreign Affairs, Ambassador Birtukan Ayano, on Thursday (February 29), appraised the undertakings of the host country during the recent African Union Summit including the 37th Ordinary Session of the Assembly and the 44th Ordinary Session of the Executive Council of the AU. 

      State Minister for Resources and Services at the Foreign Affairs Ministry Ambassador Birtukan Ayano gave a press briefing at the Ministry on Thursday morning (February 29) regarding the conclusion of the Diplomacy Week Exhibition that was underway at the Science Museum, which garnered tens of thousands of visitors. 

      Djibouti

      President Ismail Omar Guelleh on Thursday (February 29) addressed the sixth session of the United Nations Environment Assembly (UNEA-6) at the Headquarters of the UN Environment Programme (UNEP) in Nairobi, Kenya. 

      On the margins of UNEA-6, President Guelleh met with Somalia and Kenya counterparts, Hassan Sheikh Mohamud and William Ruto, to discuss bilateral and regional issues of mutual interest.

      Eritrea

      President Isaias Afwerki paid a three-day (24-36 February) official visit to Egypt upon the invitation of President Abdel Fattah el-Sisi, the Ministry of Information disclosed on Tuesday (February 24).

      The Embassy of the State in the UK, in a right of reply dispatched on Wednesday (February 28) entitled Eritrean Troops are on Sovereign Eritrean Territories! stated that “false accusations of the presence of Eritrean troops in Tigray Region in fact refer to, and are literally a euphemism for, the sovereign Eritrean territories that the TPLF had illegally occupied for two decades with impunity. Eritrean troops are otherwise inside Eritrean sovereign territories with no presence in Ethiopian sovereign land.”

      Kenya  

      President William Samoei Ruto on Thursday (February 29) addressed UNEA-6 and said that UN Member States must work together to tackle climate change, biodiversity loss and pollution. He stated, “No economy, community or nation can tackle these challenges single-handedly with any hope of success.”

      President Ruto on Thursday (February 29) hosted at the State House Nairobi visiting Haitian Prime Minister Ariel Henry and discussed the deployment of a multinational security mission in the country backed by the United Nations in the Caribbean nation. “Kenya associates itself with the people of Haiti because of our common heritage. We are offering the experience and expertise of our police officers in the Multinational Security Support Mission in Haiti as mandated by the United Nations Security Council and as guided by our courts”, President later announced on social media dispatch. 

      Prime Cabinet Secretary and Cabinet Secretary for Foreign and Diaspora Affairs, Musalia Mudavadi, in a social media on Wednesday (February 28) said, “The enduring friendship between Kenya and Ethiopia is key to our joint success and stability in the region.” He added, “Prime Minister Abiy Ahmed Ali’s State Visit is indeed a catalyst to strengthen our bond.”

      Members of European Parliament (MEPs) on Thursday (February 29 voted in favour of the Economic Partnership Agreement (EPA) with Kenya. European Parliament rapporteur Alessandra Mussolini (EPP, Italian) later stated, “This agreement is a catalyst for economic growth, job creation and sustainable development” while opening up completely the European market for Kenyan exports. 

      President Ruto’s Special Envoy on Climate Change, Ali Mohammed, on Thursday (February 29) took over the mantle from Zambian Ephraim Mwepya Shitima becoming the next chair of the African Group of Negotiators (AGN) on Climate Change.

      The International Vaccine Institute (IVI), an international organization with a mission to discover, develop, and deliver safe, effective, and affordable vaccines for global health, announced on Wednesday (February 28) that it will open a Country and Project Office in Kenya dedicated to the operations of its Advancing Vaccine End-to-End Capabilities (AVEC) initiative in Africa as well as other collaborations with Kenyan partners such as Kenya BioVax Institute across vaccine research, development, and training.

      The Ministry of Health, in partnership with Development Partners hosted the 3rd  Kenya National Food Fortification Summit on Thursday (February 29) under the theme “Celebrating a Decade of Food Fortification in Kenya: Shaping the Future through Innovation and Partnership” with the aim of assessing achievement, tackle current challenges and chart a roadmap for future innovations for food fortification. According to the World Health Organisation (WHO), food fortification is the practice of deliberately increasing the content of one or more micronutrients including vitamins and minerals in a food or condiment to improve the nutritional quality of the food supply and provide a public health benefit with minimal risk to health.

      Somalia

      President Hassan Sheikh Mohamoud addressed UNEA-6 on Thursday (February 29) and spoke of the drastic effects of climate change and the risks associated with it for the world and the people of Somalia, in particular. 

      President Mohamoud on Friday (March 1) arrived in Antalya City, Türkiye to take part in Antalya Diplomacy Forum that will take place on March 1-3 2024. The President is expected to meet on the margins, his Türkiye counterpart to discuss bilateral cooperation.

      The Government of Somalia on Wednesday (February 28) divulged, it has formally commenced lobbying AU Member States to rally behind ex-Minister of Foreign Affairs Fawzia Adam to serve as the next Chairperson of the AU Commission after incumbent Moussa Faki Mahamat. She is the second East African candidate after Kenyan Raila Amolo Odinga.

      South Sudan

      President Salva Kiir Mayardit on Monday (February 26) discussed with a team led by Chairperson of the South Sudan Opposition Alliance (SSOA) Josephine Joseph Lagu regarding the upcoming general elections in the country due to be conducted in December 2024. The President also met the leaders of the Other Political Parties (OPP) and United States Deputy Assistant Secretary for East Africa, Sudan, and South Sudan in the Bureau of African Affairs, Peter Lord, to discuss the same.

      President of the Republic and Commander-in-Chief of the Armed Forces, Kiir, on Thursday officiated the inauguration of the 22nd and 23rd batches of the South Sudan National Police Service at Dr. John Garang Mausoleum in the Capital Juba.

      Minister of Finance during a press conference in Port Sudan on Monday (February 26) revealed that the Sudanese economy has shrunk by 40 percent since the outbreak of the fighting in the country. He added, it is anticipated to continue shrinking by about 28 percent for the rest of the year.


      Prime Minister Abiy Ahmed’s State Visit to Kenya

      Prime Minister Abiy Ahmed Ali embarked on a two-day (27-28 February) State Visit to Kenya together with First Lady Zinash Tayachew, to discuss bilateral, regional and multilateral issues of shared interest with President William Samoei Ruto. The high-level diplomatic tour of the East African country came after an invitation President Ruto. 

      During their arrival in Nairobi, the delegation was warmly received by President Ruto and other high-ranking Kenyan government officials, and Ethiopian Ambassador to Kenya, Ambassador Bacha Debele Buta. During the visit, Prime Minister Abiy and the First Lady accompanied by President William Ruto and the First Lady Rachel Ruto visited various development projects including the ICT Park in Nairobi during which they took part in in the commencement of the Sama Source Kenya EPZ Limited, and the Suswa Substation, which facilitates the cross-border transfer of electricity between Ethiopia and Kenya. 

      The two leaders also exchanged views on bilateral, regional, and international issues of mutual importance. During the discussion, they agreed to strengthen their cooperation in the fields of Trade and Investment, Agriculture, fisheries, transport, ICT, health, tourism, forestry, and culture to achieve socio-economic growth and actualize the African Union 2063 Agenda. They also emphasized the importance of enhancing the people-to-people interaction between the two sisterly countries. 

      To enhance the trade and investment relations in particular, the two sides reached a consensus on the need to revitalize the Special Status Agreement that was signed between the two countries in 2012.  On issues of regional peace and security, the two countries agreed to work closely to maintain peace, stability, and security in the Horn region. The two countries also agreed to continue their collaboration and partnership on the multilateral fora, particularly to realize the long-awaited reforms of the UN and other multilateral institutions.

      Ethiopia and Kenya have long-standing relations, and as they are bonded by geography, history, and culture, their strategic partnership is natural and nurtured over the years irrespective of change of governments and ideologies in both countries. A week ahead of the visit, the two countries also held the 36th Joint Ministerial Commission meeting on 19-21 February 2024 and signed seven memorandums of Understanding on the field of Tourism, Culture, Petroleum sector, blue economy and fisheries, correctional services, wildlife conservation, and capacity building on public services. Ethiopia and Kenya are also being integrated through road and other infrastructure projects like the LAPSSE. They were able to sign a Power Purchase Agreement in July 2022 and electricity transfer from Ethiopia to Kenya has already started.  There are commitments from both sides to further enhance the electric transfer. The One-Stop-Border-Post started at Moyale at the common border is also facilitating cross-border and enhance people-to-people relations.  

      The East African countries have also worked closely to maintain peace and security in the region. The two countries’ forces have been serving together in Somalia under the AMISOM now ATMIS. Their counter-terrorism efforts have yielded fruit in the fight against the Al-Shabaab terrorist group. Their current and future coordination regarding the post-ATMIS situation in Somalia is key in maintaining regional peace and stability. 

      The coordination and cooperation of the two countries in regional and multilateral fora is key in the attainment of continental goals. Among others, working towards reforming the international financial architecture is critical that is prioritized by the two countries. For Africa to get its rightful place in the world stage, such kinds of bilateral coordination would be of great importance for the continent and in working towards a more just world. 

      The Premiere’s State Visit is timely undertaking and will further enhance the already existing brotherly relationship between the two countries at all levels. It will give an impetus for the various government agencies of the two countries to diligently work towards enhancing the bilateral relations of the two sisterly countries in realizing the aspirations of the brotherly peoples of Ethiopia and Kenya. 

      Ethiopia’s Critical Role as an Anchor of Peace, Development, and Prosperity in the Horn of Africa

      Ethiopia is keen to ensure the continuity of its role as a linchpin of stability in the Horn of Africa region. Over the years, Ethiopia has continuously been playing a significant role in maintaining peace, achieving development, and prosperity in the Horn of Africa region. Ethiopia’s foreign policy and economic orientation is founded on shared prosperity, cooperation and regional integration. These key principles continue to inform and guide Ethiopia’s foreign policies and decisions and guide its bilateral and multilateral engagements.  

      Ethiopia relentlessly places itself at the forefront of the efforts of regional peace both singularly, and in the framework of IGAD, the African Union, and the United Nations. Ethiopia’s diplomatic efforts have aimed to foster dialogue and peaceful resolutions to conflicts, contributing to stability in Africa specifically the Horn of Africa. Evidence abounds in this regard. In 2006, upon a request by the Federal Government of Somalia, Ethiopia supported Somalia in its war against the Union of Islamic Courts (UIC). Ethiopia collaborates with regional and international partners to counter the threat of terrorism in Somalia. 

      Ethiopia’s notable role in peace and tranquility in the sub-region were also displayed in addressing the Sudanese civil war, in facilitating a peace agreement between South Sudanese warring parties and in playing a central role in mediating the dispute between the two Sudanese sides following the 2019 revolution in the country facilitating a smooth transition in the Country.

      True to its longstanding belief, Ethiopia also contributed to the peace and stability of the continent and the region under the auspices of IGAD, the African Union, and the United Nations at different times. Ethiopia has been the center of regional diplomatic peace efforts playing an active role in regional peace and security concerns through diplomatic engagement, mediation, and peacekeeping activities which in turn earn the country a credential of reliable mediator. Ethiopia has long been the biggest peacekeeping troop contributor to peace support operations. Its troop contribution to the African Union Mission in Somalia (AMISOM), United Nations Interim Security Force (UNISFA), African Union Transition Mission in Somalia (ATMIS), and United Nations Mission in South Sudan (UNMISS) are notable examples. 

      Ethiopia is convinced that the peace and security of the Horn could greatly be enhanced with strong regional integration. In this regard, Ethiopia plays a central role in initiating and implementing critical regional infrastructural developments and signing agreements that enhance the integration process among the states in the region. Regional infrastructural developments such as hydroelectric power supply, potable water supply, transport corridors, railway lines, port developments, and roads have all contributed to the growing regional integration.

      One notable example in this regard is the recent MoU signed between Ethiopia and Somaliland. This deal made between the two parties would have significant regional benefits.   First of all, it addresses the significant challenges Ethiopia’s landlocked status presents to its economic development and security. Beyond this, the deal would create employment opportunities for the youth in the region and further enhances the infrastructural links among the states in the region. Above all, Ethiopia would be able to help in addressing threats to peace and security of the region. This would no doubt ensure the peace and security of the region and makes the trade routes more secure. This development has indeed attracted reactions. In some circles, it was criticized, baselessly, as a development that risks peace and security in the region. 

      Ethiopia vouches for its quest for access to the sea to expedite integration in the Horn of Africa and secure the peace and stability of the region while contributing towards the achievement of African integration as per the African Union Agenda 2063: The Africa We Want. This quest for access to the sea should be heeded and entertained on the principle of reciprocity and win-win approach that result in dividends for Ethiopia’s economic development as well as for the coastal neighbors. It is with this spirit that Ethiopia sought the understanding and constructive engagement of neighboring countries. In short, in its foreign relations, Ethiopia will continue to be guided by the firm and longstanding principles that its national interests are better protected with strong relations with neighboring countries.

      Ethiopia Participated at the 13th WTO Ministerial Conference

      A high-level Ethiopian delegation led by Minister of Trade and Regional Integration and Chief Negotiator on Ethiopia’s accession to the World Trade Organisation (WTO) Gebremeskel Chala took part in the thirteenth Ministerial Conference of the WTO that was underway in Abu Dhabi, United Arab Emirates from 26-29 February 2024. The delegation also included Deputy Negotiator and State Minister of Foreign Affairs, Ambassador Mesganu Arga and Member of National Steering Committee and State Minister of Finance Eyob Tekalign. 

      The 13th WTO Ministerial Conference was held with the theme “Delivering for people through trade”. Over 7000 participants from various countries in attendance, MC13 aims to achieve agreements on crucial matters, foster collaboration for a more inclusive and prosperous global economy, advance tangible progress for all member states and developing nations, strengthen the WTO’s pivotal position in the trading system, focus on WTO reform, enhance living standards, generate employment opportunities, and prioritize sustainable development as key topics deliberated during the conference.

      Comoros and Timor-Leste, which have been in negotiations to join the WTO since 2007 and 2016, respectively, officially became members of the organization during the MC13. This has reduced the number of countries awaiting WTO membership from 24 to 22. Ethiopia has previously reaffirmed its commitment to conclude negotiations before the upcoming Ministerial Conference and become a member during the subsequent MC14 in 2026.

      The WTO Director-General, Ngozi Okonjo-Iweala, delivered the opening speech focusing on the role of the multilateral trading system for economic development and the necessity for the WTO reform agenda. The MC13 was chaired by Dr. Thani bin Ahmed Al Zeyoudi, Minister of State for Foreign Trade of the UAE. Crown Prince of Abu Dhabi, Sheikh Khalid bin Mohamed bin Zayed Al Nahyan, also honored the Conference by attending the opening session.

      The Chief Negotiator held bilateral talks with Chair of MC13 and State Minister for Foreign Trade of the UAE, Thani bin Ahmed Al Zeyoudi. The Ethiopian delegation briefed the UAE side on its WTO accession negotiations and the progress made so far, and it also requested the UAE’s support in Ethiopia’s efforts to conclude the negotiations.

      Furthermore, the Ethiopian delegation met and discussed with the Minister for London and State Minister for Trade Policy of the UK, Mr. Gregory William Hands, and Ethiopia’s WTO accession Working Party Chair and Deputy Ambassador of the UK to Geneva, Ambassador Rebecca Fisher Lamb. 

      Ethio-South Korea Cooperation: Deputy Foreign Minister Chung Byung-Won Visits Ethiopia

      State Minister of Foreign Affairs, Ambassador Mesganu, on 21 February 2024, hosted at his office visiting First Deputy Foreign Minister of South Korea, Chung Byung-won, for bilateral talks on further enhancing cooperation between the two countries. 

      During the meeting, the State Minister Ambassador Mesganu noted that Ethiopia and Korea have long standing and enduring historical relations highlighting the need to further strengthen their relations across various sectors. He stressed the importance of fostering a robust and comprehensive partnership that reflects the blood-bonded, emotional, and deep-rooted history shared by the two countries. Ambassador Mesganu underlined that this enhanced relationship and mutual goodwill should be translated to tangible economic cooperation, political collaboration, trade and investment opportunities, technology transfer, development financing, among others.

      Ambassador Mesganu added that Korea has potential to play its constructive roles in supporting Ethiopia’s transformation efforts. He also stressed the need for exchanging views on national, regional, and global issues of mutual interest as well exploring newer fields of cooperation and add synergy of efforts to strengthen the relations. To achieve this, he remarked, it is imperative for the sisterly countries to constantly hold political consultations and ministerial joint commissions to build on the past accomplishments, define future direction, and facilitate further development of the two brotherly countries. 

      The State Minister also reflected on the Ethiopia’s development potentials with initiatives aimed at improving the business environment to attract more foreign direct investments in key sectors such as agriculture, manufacturing, ICT, mining, and tourism. In this regard, he underscored the need for Ethiopia and Korea to further explore additional collaboration opportunities to strengthen their partnership, particularly in the realms of trade and investment. 

      Referring to Overseas Development Assistance (ODA) and loans offered by Korea to Ethiopia, Ambassador Mesganu expressed gratitude for the growing support, highlighting Ethiopia’s position as a priority partner for South Korea. 

      On multilateral fora, in connection with the upcoming Korea-Africa Summit, Ambassador Mesganu said that the Summit presents a valuable platform for African nations to engage closely with Korea. He indicated Ethiopia’s significant commitment to the Summit, ensuring its representation at the highest level and providing full support. He reiterated that the foundation for the success of the Summit hinges on addressing the genuine interests of member countries and fostering and charting substantive cooperation in economic areas like trade and investment to enhance bilateral relations.

      Deputy Minister Chung Byung-won, on his part, highlighted the momentous occasion of the 60thanniversary of the establishment of the diplomatic relations between Ethiopia and Korea. He said, his visit mainly focused on promoting and updating preparations for the upcoming Korea-Africa Summit and to express his county’s unwavering commitment to supporting Ethiopia’s development efforts. 

      While discussing the 2024 Korea-Africa Summit, he emphasized the increasing importance of partnership with Africa in addressing global challenges collaboratively. The Deputy Minister stated that the Summit aims to establish a long-term, mutually beneficial relationship with Africa and called for Ethiopia’s essential support for its success.
